Enrollment Management (EM) is a multi-unit department currently within the Office of the Vice Chancellor Students Affairs, but will be transitioning to the Office of the Executive Vice Chancellor-Academic Affairs. The Unit is led by the Associate Vice Chancellor (AVC). EM is comprised of multiple high-profile, core functional units including: the Office of Admissions, Office of the Registrar, Financial Aid & Scholarships Office, Student Affairs Technology Services (SATS), Cal-SOAP, Creative & Analytical Services, Parent & Family Programs, and the Business Office. EM’s core functions oversee undergraduate admissions and student outreach, continuing student enrollment management, and financial aid and scholarship management.
The EM Business Office serves the entire department by providing services related to human resources, financial management and planning, facilities management, and safety/emergency preparedness.
Reporting directly to the AVC EM, the Business Officer is a key member of the EM leadership team responsible for directing and overseeing administrative and business operations. The Business Officer participates in: strategic planning; formulation of goals and objectives, particularly budget and human resource management; and operational decision-making for the department. The Business Officer serves as the primary liaison with campus human resources to consult and collaborate on general employment, onboarding, staff development, labor and employee relations matters. Develops and implements, in collaboration with the Senior Leadership Team, innovative solutions to complex problems that impact the mission and overall success of EM. Uses industry best practices and tools to advance the mission of EM.
Oversees the Business Office team of five full-time career staff and two student employees. Provides leadership and technical support to team. Recommends professional development for Team Supervisors overseeing Financial & Business Operations, and Human Resources Management & Personnel Administration programs. Collaborates with EM leadership on department wide on-boarding and professional development to facilitate shared values and expectations.
The Business Officer supports and advises the AVC EM and leadership on wide ranging administrative and operational matters, including complex and sensitive personnel issues. Coordinates and collaborates with the Associate Vice Chancellor Research Administration and key campus partners on financial, budget, and human resource matters.
• Available to work flexible hours including evenings and weekends.
• Advanced knowledge of financial analysis and reporting techniques, and/or human resources policies and procedures for staff and academic employees. Strong personnel management skills including the ability to analyze and resolve complex personnel issues and oversee the related functions of recruitment, employee relations, and performance evaluation.
• Knowledge of human resource management principles, practices, policies and procedures.
• Advanced experience successfully handling and resolving complex human resource management, labor relations, and employee relations issues.
• Advanced skills in short- and long-term strategic planning, analysis, problem-solving and customer service. Demonstrated ability to analyze and anticipate needs and problems; problem-solve independently and appropriately; make decisions effectively; plan and implement complex projects and events
• Ability to collect and analyze data, interpret policies and procedures and apply them to routine, as well as unique and complex situations. Possess mathematical skills for calculations involving projections, data extraction, and synthesis.
• Demonstrated experience in managerial, administrative, and supervisory practices and principles. Experience consulting directors and managers on financial and personnel issues and developing new administrative, financial, and personnel systems. Strong and creative organization, analytic, and decision-making skills. Ability to develop innovative approaches, techniques and procedures to provide more efficient and responsive services.
• Experience conducting high-level analysis to develop new administrative, financial, and personnel systems. Demonstrated experience and knowledge to envision solutions involving the application of computer software/hardware technology, communicate with both technical and non-technical staff while serving as the liaison between the two, initiate agreed upon projects building consensus-based solutions as conflicts occur.
• Ability to visualize, develop and implement new processes to address changing management issues and best practices principles.
• Ability to use discretion and maintain confidentiality.
• Demonstrated ability to develop objectives and set priorities among competing demands for self and subordinates. Capacity to assess competing resource claims, prioritize allocations, and explain decisions effectively.
• Advanced knowledge of University rules and regulations, processes, protocols and procedures for budget, accounting and fund management, and / or personnel management. Demonstrated ability to develop and manage multi-million dollar budgets. Includes experience developing and implementing a process for multiple departments to prepare and submit budgets, experience advising department managers on budget preparation and revenue forecasting, and experience analyzing budgets in order to improve budgeting processes. Knowledge of accounting and bookkeeping principles with emphasis on fund accounting
• Demonstrated experience and skill in applying sound resource management and fiscal practices involving multiple funding sources and expenditure accounts. Includes the ability and knowledge to identify, analyze, and make recommendations on a variety of business issues and develop business plans for revenue-generating units. Also includes knowledge of using proper controls and monitoring procedures.
• Advanced interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising and counseling skills. Ability to provide leadership that motivates and promotes team building and creates a positive working environment.
• Knowledge and understanding of the higher education environment.
• Advanced knowledge of a variety of administrative operational activities such as event planning, basic fundraising processes, risk management planning, website design, accounting and payroll, and contracts and grants regulations and guidelines.
