Job Purpose:

Reports to Maintenance Shop supervisor. Leads and directs the work of Maintenance (Maintenance Mechanics and IC&E Techs), in addition to performing the duties specified for the Process Control Instrumentation Technician job series. Has advisory authority over other employees and is expected to exercise independent judgment on final decisions regarding quality or quantity of work produced by such employees. Does not have supervisory authority over other employees and are not expected to exercise independent judgment on personnel actions such as hiring, promotion, discharge or disciplinary measures.

Characteristic Duties:
  • Transmit instructions and specifications received from supervisor to technicians and specialists
  • Plan, assign and explain tasks to workers and reallocate work assignments based on operational needs
  • Motivate employees to meet quality and quantity standards
  • Inspect the work of others for conformance with specifications
  • Advise supervisor of work progress, problems and other significant information
  • Provide training and orientation to new technicians
  • Record information on the work performed by others, maintain inventory records and other appropriate records
  • May communicate information between shifts
Core Job Duties:

30% - Routine Maintenance
  • Installs, maintains, troubleshoots, repairs and calibrates whole loops as well as various types and makes of industrial grade sensing elements, transmitters, controllers, recorders, transducers, control valves, solenoid valves, data-loggers and control equipment.
  • Reads and interprets vendor manuals and plant equipment diagrams.
  • Performs routine maintenance on high and low pressure water and steam systems
  • Performs electronic testing and troubleshooting procedures.
  • Performs preventive maintenance and functional analysis of these devices and loops according to procedures and schedules
  • Tests and services all types of industrial instruments from pressure gauges through electronic controllers
  • Reads, utilizes and calibrates precision measurement equipment.
  • Starts up loops and individual instruments as necessary as the associated process equipment starts up
  • Performs cleaning, mopping, painting, re-lamping and other general housekeeping duties needed for efficient and safe sanitary work environment.
20% - Corrective Maintenance
  • Performs corrective maintenance of IC&E equipment. Diagnoses and repairs systems and equipment problems.
  • Modifies existing instruments and control loops necessary to meet changing requirements.
  • Repairs, maintains, and installs electrical equipment, and rearrange and modify as directed.
  • Installs, maintains and troubleshoots and micro-processor-based data loggers and control systems.
  • Installs, maintains, troubleshoots and repairs complex instrumentation systems including loop signal transmission lines (both pneumatic and electronic), microprocessor-based systems, computer, multiplexers and data highway systems.
50% - Optimization and Administration of Plant Operations
  • Assist Facilities Energy Management and Building Operations groups as needed to troubleshoot and optimize all facets of Energy Operations. Serve as the expert and advisor on all instrumentation and controls.
  • Participate in the initial development and updating of plant operating procedures.
  • Order parts, supplies, or equipment from catalogs or suppliers
  • Document controls and wiring changes on blueprints.
  • Work within the CEF computerized maintenance management system
  • Complete maintenance logs.

In addition to the qualifications required for the Process Control Instrumentation Specialist, the Process Control Instrumentation Leader classification requires that employees be highly skilled in the tasks they direct and be able to solve task-related problems. They must have the ability to establish and maintain good working relationships with other employees. They must be able to follow written and oral instructions and communicate those instructions to others. They must be familiar with site environmental and safety rules, regulations, and requirements.   • High School degree or equivalent
  • Five years' experience in electrical/electronic maintenance and/or instrumentation controls maintenance.
  • Five years power plant or industrial plant experience at a journeyman level.
  • Experience with electrical test equipment and procedures.
  • A California driver's license
  • Sufficient knowledge of all plant equipment and understanding of the function and interrelationship of the same. Ability to troubleshoot complex multiple inter-active loop control systems.
  • Knowledge and understanding of processes for systems relating to Heat Recovery Chillers, Conventional Chillers, Hot Water Boilers, emergency diesel generator, cooling towers, pumps, valves, Variable Frequency Drives, etc.
  • Working knowledge of a distributed control system.
  • Knowledge of machines and tools, including their designs, uses, repair, and maintenance.
  • Ability to use logic and reason to identify the strengths and weaknesses of alternative solutions, conclusions or approaches.
  • Knowledge of and ability to adhere to environmental and safety rules, regulations, and plant operating procedures.
  • Demonstrated ability to work and communicate effectively with others.
  • Ability to make sketches of instruments, piping and electronic instrumentation, and control systems
  • Ability to troubleshoot, repair and maintain the utility system's computers and associated equipment; multiplexing equipment and data highway systems.
  • Ability to read blueprints and apply mathematic skills.
  • Must be able to wear a respirator and any other appropriate safety equipment.
  • Ability to assist during all outage periods.
  • Associates degree
  • Experience working with large chiller systems
  • Experience with operator, mechanical, I&C, or electrical maintenance
  • Experience with Distributed Controls Systems, Plant Historians, and standard office computer applications.
  • Frequently lift/carry/push/pull objects that weigh up to 50 pounds.
  • Frequently stand/walk, twist/bend/stoop/squat, grasp lightly/fine manipulation, use a telephone, lift/carry/push/pull objects that weigh up to 11-20 pounds.
  • Frequently kneel/crawl, climb (ladders, scaffolds, or other), reach/work above shoulders, grasp forcefully, writing by hand, sort/file paperwork or parts, lift/carry/push/pull objects that weigh >40 pounds.
  • Requires ability to work 12-hour shifts and for call-outs in support of a 24/7 hour operation due to emergencies, sickness, vacation, etc…
  • Power Plant conditions require wearing of Personal Protective Equipment, including hearing protection with normal plant noise > 80dB TWA.
  • May work at heights >4ft.
