Job Summary

The Buyer is a specialized position involving the procurement of goods and services in support of the College's centralized purchasing function.

Duties & Responsibilities

  • Assists in the preparation of bids and service contracts
  • Resolves issues arising from the processing of departmental purchase requisitions, purchase orders, service contracts, competitive bids, and bid tabulations
  • Procures goods and services among a broad range of categories, including those of a technical and specialized nature
  • Determines the appropriate General Ledger Codes (GLC) to be utilized for all departmental purchasing to be provided
  • Communicates with College vendors regarding order status, specifications or current market information
  • Maintains documentation for commodities purchased pursuant to contracts with the State of Florida and other governmental entities
  • Performs other duties as assigned

Minimum Requirements

  • Bachelor's degree with major course work in Business Administration or related field and five (5) years of responsible purchasing experience in a government or Higher Education institution; or a Master's degree with major course work in Business Administration or related field and one (1) year of responsible purchasing experience in a government or Higher Education institution
  • Knowledge of standard procurement and recording practices and ability to apply such knowledge to maintain specialized purchasing, control and information records
  • Knowledge of or ability to quickly learn on-line database procurement systems
  • Possess strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community
  • Possess excellent records maintenance and organizational skills
  • Ability to demonstrate initiative and be able to work independently
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
  • Ability to establish and maintain effective relationships with departmental officials, vendors and related groups
  • Ability to perform complex tasks and to prioritize multiple projects
  • Ability to resolve customer complaints and concerns
  • Ability to document work in progress
  • Ability to analyze and solve problems
  • Ability to use independent judgment and to manage and impart confidential information
  • Ability to make administrative/procedural decisions and judgments
  • Ability to investigate and analyze information and to draw conclusions
  • Ability to work in a multi-ethnic and multi-cultural environment with students, faculty and staff

Essential Position

  • This function/position has been designated as essential. This means that when the College is faced with an institutional emergency, employees in such positions may be required to remain at their work location or to report to work to protect, recover, and continue operations at the College.
