Primary Function of Organization Unit: North Carolina State University (NC State) invites applications and nominations for the position of Vice Chancellor for External Affairs, Partnerships, and Economic Development. This position will report to the Chancellor and will serve as a key member of the Chancellor's Cabinet. The Vice Chancellor for External Affairs, Partnerships and Economic Development is responsible for providing executive level strategic leadership, vision and oversight for the University's federal relations, state relations, partnerships and economic development. This position will serve as the University's primary senior executive level liaison responsible for working with a variety of internal and external constituencies to advocate for NC State in achieving its three-tiered mission of teaching, research, and extension and engagement. Constituents served include, but are not limited to the following: federal, state and local governments; UNC System Office; NC State faculty, staff, students, and alumni; educational institutions; community leaders; businesses and industries in the Research Triangle and through the state; counties throughout North Carolina and beyond. The Vice Chancellor for External Affairs, Partnerships and Economic Development will be instrumental in positioning the university as one of the top-tier public research universities in the State of North Carolina and country by monitoring, informing and influencing public policy at the county, state and federal levels on issues that may impact or be of interest to NC State. A key responsibility of this role is to advise the Chancellor and senior administrators of the University of the potential impact such legislation and public policy issues may have on NC State and its ability to effectively accomplish its mission, strategic plan, and the institutional goals and metrics outlined in the UNC system strategic plan. In addition, the Vice Chancellor will have a strategic focus towards building relationships and economic partnerships to advance the University's land-grant mission as a preeminent innovative research institution.

Essential Job Duties: The Vice Chancellor will be expected to: * Maintain a strong collaborative partnership with the UNC System Office to ensure a coordinated approach to the University's external affairs at all levels; * Serve as the University's primary senior executive level liaison and advocate with the U.S. Congress, North Carolina General Assembly, the Governor, the Council of State and other senior officials and agencies of government concerning issues important to NC State and the functional impact of any proposed legislation; * In collaboration with the Chancellor and senior university leadership, work with the U.S. Congress and North Carolina General Assembly to advance and promote the University's academic, economic and legislative agenda, including educating the university community about federal and state issues that may impact university operations, funding, research, and economic development initiatives; * Research, monitor, and evaluate legislation and regulatory issues that may have an impact on NC State to determine and recommend any proposed action(s) to be taken to the Chancellor and senior university leadership; * Develop and implement an external affairs and economic development strategy shaped by institutional priorities, and proactively work to advance those priorities by building industry, corporate and government partnerships to stimulate economic growth, advance multidisciplinary research and foster innovation; * Proactively engage in relationship building activities that increase the visibility of NC State; seeking opportunities to educate elected and appointed government officials, community and business partners about NC State's contributions as a premier public land grant research institution; * Collaboratively work with the University's Office of General Counsel on legal issues related to North Carolina law and policy, and other key university offices, such as the Office of Academic Affairs, Office of Finance and Administration, Office of Research and Innovation, and University Advancement; * Strengthen Centennial Campus partnerships and cultivate industry alliances to create new economic development opportunities that enrich faculty, student, business, and industry and government agency experiences; * Provide leadership support for the Centennial Campus Partnership Office (CCPO); * Provide executive-level support of NC State economic development initiatives with the North Carolina Department of Commerce, UNC System Office, other UNC campuses, community colleges, industry and other related groups; * Identify new areas for funding to support NC State's growing economic development programs; * Serve as a link for the University with the Raleigh City Council, Wake County Commissions, and Raleigh Chamber of Commerce to represent the University's interests in community and regional partnerships; * Lead and facilitate the activities of the Board of Visitors; * Provide executive level leadership and supervision of the following positions and, if applicable, their associated divisions/units: Director of State Relations; Director of Federal Relations; Associate Vice Chancellor for Partnerships and Economic Development; Director of Economic Development Partnership; and Executive Assistant for External Affairs, Partnerships and Economic Development;

Minimum Education/Experience: The successful applicant will possess a post-baccalaureate degree in a related field from an appropriately accredited institution plus at least seven years of related legislative and economic development experience.

Department Required Skills: * Collaborative and innovative senior executive level leader with exceptional knowledge of national government processes, federal issues, constituent relations, and economic development partnerships; * Extensive higher education, federal, state and local public research and policy experience; * Demonstrated track record of success in monitoring, informing and influencing policy at the county, state and federal levels of government, and with higher education and research related organizations; * A strong, articulate advocate adept at relationship building with a diverse array of constituencies; * Superior interpersonal, verbal and written communication skills, with the ability to convey complex information concisely to a variety of audiences; * Ability to pursue economic development objectives with a sensitivity to the public environment in which the university does business; * Understanding of the statutory framework governing public higher education in North Carolina; * Experience leveraging business models, programmatic and economic resources, and/or industry relationships to achieve long-term economic development; * Exceptional judgment, analytical, decision-making ability and diplomacy; and * A strong knowledge of and commitment to the mission of public research land-grant institutions.

Preferred Experience, Skills, Training/Education: Preference will be given to those with a post-baccalaureate degree from an appropriately accredited institution plus at least ten years of related senior executive level legislative and economic development experience, preferably in North Carolina and in higher education.
