Advertised Job Summary
To support, plan, manage, coordinate, and perform the complex administrative and business management activities associated with the USC Central Facilities, this includes a primary focus on the USC Columbia Campus, as well as, assets across the USC System. This position will function as the Chief Business Officer of USC facilities directly reporting to a USC Vice President for Facilities and Transportation.
Directs, plans, supervises and manages the University of South Carolina School Central Facilities finance, budgets, general support procurement, reporting, and analysis related to KPI and management decision support. As Director will be responsible for management, and in part creation, of the financial and certain administrative reporting systems. Includes responsibility for internal budget forecasting, special project assessment and analysis, provide back-up and general support and leadership of budgets and finance area and select certain other centralized funds and projects. This includes the direct management of certain finance and budget staff, as well as coordinating efforts and resources with human resources, information technology and other key administrative areas.
This position directly reports to the Vice President for Facilities & Transportation and assists this VP with the organizational development, benchmarking, operational reporting, scorecards, management reporting, performance management, measuring trends, budgeting analysis and other financial activities with a broad functional or organizational scope. Includes analyzing the business operations and coordination of the accounting process. Oversight and implementation of computer models or applications for efficient data collection and usage. To demonstrate commitment to conducting business lawfully and ethically by consistently adhering to compliance policies, procedure, and regulations.
This position will work directly with and in partnership with the leadership of Facilities Management and Building, Construction & Design in order to ensure a unification of efforts in support of the Facilities' Operations and its VP.Minimum Qualifications (Classified and Unclassified positions)
A minimum of ten years of experience, significant portion of which should be finance, administration and business management level. A Masters and an Undergraduate Degree required in accounting, management, finance, business administration, etc. At least 5 years of experience working in higher education environment, managerial accounting & administration, and or facilities financial management environment. Experience managing and monitoring multi-million-dollar annual budgets and managing general ledger and accounting systems.
Driver's License required.Preferred Qualifications
A minimum of twenty years of experience, significant portion of which should be administration and business management level. Master degree required in accounting, management, finance, business administration, etc. At least 5 years of experience working in higher education environment. Experience managing and monitoring multi-million dollar annual budgets and managing general ledger and accounting systems. Knowledge of and working experience in facilities management accounting and preparation of financial statements. Management experience in the area of academic accounting systems and working with transactions associated with State agencies; record of administration to include planning, and day-to-day overseeing of resource allocation processes; understanding of facilities management, its diverse constituents and complex organizational structures; demonstrated evidence of strong interpersonal and communications skills. Working knowledge of the USC administrative and human resource systems. Preference given for CPAs, CIAs, and other financial professionals.Knowledge/Skills/Abilities

Master degree required in accounting, management, finance, business administration, etc. At least 5 years of experience working in higher education environment, managerial accounting & administration, and or facilities financial management environment. Experience managing and monitoring multi-million dollar annual budgets and managing general ledger and accounting systems.
