Your mission: In this role, you'll direct the acquisition and administration of external funding in alignment with HCC System strategic plans.

Your work: Key to this position will be your ongoing development of strategic coalitions with employers, educational partners and community organizations on behalf of the college in pursuit of funding opportunities.

You'll serve as the primary liaison to federal and state agencies in regard to grant-funded projects, maintaining positive relationships with funding agencies and representing the college in negotiation of grant awards.

We'll rely on you to continually monitor federal legislation, regulations and policy developments in order to assess changing direction in public policy and accountability requirements that may impact public grant support for the college.

You'll lead the development of funding proposals that align with college strategic priorities and budgets, by representing the college in negotiations; providing direction for faculty and staff; coordinating with the HCC Foundation on private-funding proposals; and representing the Chancellor as signature authority on electronically submitted grant proposals and amendments.

Compliance with contractual obligations and successful project performance could not occur without your coordination of a broad variety of grant project managers, college departments and senior administrators. You will, for example:
  • collaborate with the Office of Grants and Contracts Accounting on the provision of grants management support services and the coordination of funding agency audits and site visits;
  • manage the budget for, and supervise the professional and support staff of, the Office of Resource and Economic Development; and
  • direct training efforts to develop grant writing, budgeting and project management skills for faculty and staff across the district.

SUMMARY

The Director provides leadership for the development and administration of external grant funding from federal, state, and local agencies which support the mission and strategic priorities of Houston Community College. The position provides direction in the development of project proposals which are aligned with the college's priorities and the delivery of services to ensure effective administration of grant funded projects.

The Director develops strategic coalitions with employers, educational partners, and community organizations, on behalf of the college in pursuit of funding opportunities. The position also serves as the primary liaison to federal and state agencies in regard to grant funded projects, maintaining positive relationships with funding agencies and representing the college in negotiation of grant awards. This position is expected to coordinate with a broad variety of grant project managers, college departments, and senior administrators to promote compliance with contractual obligations and successful project performance.

Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effectives and efficient, assets are safeguarded, financial information is reliable and compliant with applicable law, regulation, policies and procedures.

Manages Human Resources activities for direct reports in regards to: recruiting and selection; hiring and termination, training, development, mentoring, counseling, and performance evaluations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
  1. Direct a comprehensive program of grant development and administration that maximizes the impact of grant funding on the college system;
  2. Direct the intentional acquisition of external funding in close alignment with the strategic priorities of the college system;
  3. Direct the development of effective funding proposals and ensure compliance of budgets with College and funding agency requirements;
  4. Direct the monitoring of grant funded projects across the college system;
  5. Represent the college in negotiation of grant contracts;
  6. Direct the systematic development and distribution of internal resource development reports to support effective decision-making and management of grant funds;
  7. Represent the Chancellor as signature authority on electronically submitted grant proposals and amendments;
  8. Monitor federal legislation, regulations, and policy developments, to assess changing direction in public policy and accountability requirements that may impact public grant support for the college;
  9. Develop and manage coalitions of colleges, businesses, industries, non-profit groups, and other parties in pursuit of funding opportunities;
  10. Direct training efforts to develop grant writing, budgeting, and project management skills for faculty and staff across the district;
  11. Direct implementation of selected grant-funded economic development projects;
  12. Coordinate with the Office of Grants and Contracts Accounting in provision of grants management support services and coordination of funding agency audits and site visits;
  13. Coordinate with the Foundation in the development of selected private funding proposals, and support effective administration of privately funded projects;
  14. Supervise professional and support staff in the Office of Resource and Economic Development; coordinate professional development for staff to enhance proposal development and grants management knowledge and skills; and
  15. Manage the budget of the Office of Resource and Economic Development.

QUALIFICATIONS

EDUCATION

Master's degree required.

EXPERIENCE

Six (6) years of progressively responsible work experience in grant development and

management, and supervisory experience required; preferably in a community college environment.

Experience in negotiating grant awards and other agreements.

KNOWLEDGE, SKILLS AND ABILITIES
  1. Strong understanding of fiscal and legal compliance guidelines regarding federal and state funding;
  2. Strong management background that includes the selection, supervision, and evaluation of staff;
  3. Demonstrated ability to secure and manage project funding from governmental sources;
  4. Knowledge of higher education structure, policies and procedures, and instructional philosophies;
  5. Extensive knowledge of relevant funding agencies and governmental legislation, rules and regulations;
  6. High level of analytical ability, flexibility, self-motivation, and problem solving skills required;
  7. Ability to design and manage complex projects;
  8. Ability to plan and manage multiple tasks and responsibilities and to work effectively under deadline; and
  9. Advanced oral and written communication skills to establish and maintain effective relationships with a broad spectrum of HCCS employees, representatives of federal and state agencies, and educational and community leaders from diverse backgrounds.
