Department

This position will be with the Florida State University Public Safety Department and will report to the Assistant Vice President of Safety/Chief of Police.

Responsibilities

Ensure the reparation of overarching University emergency policies, plans and procedures for all hazards which may result in an emergency condition on campus, in accordance with all applicable statutes, regulations, standards and guidance.
Provide technical assistance and guidance to other campus entities for the preparation of unit-level plans and procedures. Coordinate planning activities with appropriate on-campus entities and community partners.
Facilitate a coordinated response to any significant emergency, incident, threat, or special event which requires the involvement of multiple on-campus entities and/or community partners.

Co-chair the Senior Management Advisory Council of the Emergency Management Team. Support the designated Incident Commander, Unified Command group, and/or Executive Policy Group of the Emergency Management Team, when applicable. When appropriate, serve as the Incident Commander and/or be part of a Unified Command group.
Provide technical guidance and resource management support including threat monitoring, intelligence gathering, situational awareness dissemination, activation and coordination of mutual aid agreements, memorandum of understanding and contractual service agreements.
Foster a culture of preparedness on campus by providing training, education and outreach to all primary university constituencies, including students, through a variety of effective delivery methods, including but not limited to: websites, social media, print media, classroom and video instruction, public presentations and displays. Coordinate preparedness activities with appropriate on-campus entities and community partners.
Supervise subordinate full-time and part-time employees, federal work study students, academic interns and/or volunteers. Delegate authority and work activities commensurate with University policies, plans and procedures and commensurate with the subordinates' knowledge, skills, and abilities. Provide professional development opportunities, technical assistance, guidance, and mentoring to subordinates.
Administer the University's emergency notification and warning system. Ensure the system's state of functionality and readiness. Activate the system in accordance with policies, plans and procedures. Seek opportunities for additional enhancements and eliminate functional gaps. Train other authorized users on its usage. Promote maximum campus user enrollment and participation. Ensure compliance with all federal regulations and professional standards. Produce annual compliance and statistical reports, as required.
Test and evaluate emergency plans by developing and conducting appropriate exercises or drills for the University's Emergency Management Team. Participate in exercises of drills conducted by community and regional partner agencies. Provide technical assistance and guidance to on-campus entities who conduct their own localized exercises or drills.
Seek external funding opportunities to support emergency management related programs, including but not limited to hazard mitigation and homeland security prevention grants, surplus items, donations and public-private partnerships. Represent the University on related local, regional, state and federal mitigation and homeland security preparedness and funding organizations.
Conduct an annual needs assessment, gap analysis, strategic plan and prepare an annual budget request to support the financial and operational needs of the program. Conduct sound fiscal management of programmatic budget allocations and external funding. Support Public Safety & Police initiatives as necessary.

Qualifications

Bachelor's degree and six years of experience related to the duties of this position; or a high school diploma or equivalency and 10 years of experience related to the duties of this position. (Note: a combination of post high school education and related experience equal to 10 years.)
Emergency Management experience.
Experience dealing with natural and manmade disasters.
Experience supervising and training employees.
Experience with weather related systems.
Experience providing presentations and training to a broad range of constituents.
Experience with Emergency Notification Systems.
Experience creating and managing emergency exercises.
Experience with NIMS and ICS systems. ***For positions in Public Safety, experience may be in sworn law enforcement management or may expand to public safety experience.***

Preferred

Masters Degree from an accredited University or College.
