Civil Rights & Title IX Coordinator

Job description

Alma College seeks an experienced professional to oversee compliance with federal and state discrimination and sexual harassment laws. Responsibilities of the Civil Rights & Title IX Coordinator include promoting campus-wide awareness and providing training on civil rights and Title IX protections; assuring prompt review, investigation and response to allegations of discrimination and sexual misconduct. This position also serves as the chair of the case management team responsible for the equity grievance process, coordinating policy development, and certification and training of team members. 

Reports to: Vice President for Planning, with frequent collaboration with the Vice President for Student Affairs.

Supervises: No direct reports but provides leadership for the civil rights case management team and indirect supervision of the Office Associate for Student Affairs in related matters.  

Essential Functions:

• Provide leadership in the development, administration, and communication of a comprehensive program to protect the civil rights of all campus constituents and reduce incidents of sexual assault and misconduct.   

• Ensure ongoing training and technical assistance for faculty and staff outlining their rights and obligations under Title IX of the Civil Rights Act, including the appropriate response to reports of discrimination and sexual misconduct and their role as either a mandated reporter or a confidential advisor.

• Ensure ongoing training and consultation for all students outlining their rights and protections under Title IX of the Civil Rights Act, including reporting options, grievance procedures and the roles and responsibilities of faculty and staff.

• Manage the college’s response to all reports of alleged civil rights and Title IX violations to ensure timely and thorough resolution.

• Provide training and oversight to the case management team to assure that they are adequately trained in college policy, including investigative techniques and their responsibilities to reporting and responding parties. Ensure certification through ATIXA of a sufficient number of campus employees to staff the case management team.

• Conduct or assign the initial intake and develop a case management plan for each opened case. If appropriate, consult with appropriate offices (e.g. Student Conduct, Human Resources, Athletics, Campus Security) to implement interim remedies to address the short-term effects of harassment, discrimination, and/or retaliation, to remedy harm to the alleged victim, and to prevent further violations.

• Implement an impartial investigation plan; assign and advise the investigative team and provide routine follow-up to assure timely resolution and documentation of the findings. 

• Lead investigations as appropriate. 

• Serve as college liaison with reporting and responding parties and their selected advisors on civil rights or Title IX cases regarding progress and resolution of cases. Assure timely and effective communication and appropriate follow-up with parties involved in an investigation.

• Assure concise and cogent written analyses of cases and recommendations for management action on completed investigations. Review proposed sanctions through regular meetings with VP of Planning and VP of Student Affairs before sanctions are imposed to ensure that they are proportionate to the offense and reasonably calculated to stop the misconduct and prevent its recurrence. 

• Serve on the Behavioral Intervention Team and provide insight when looking at the safety of an individual student or the campus as a whole. 

• Coordinate a review of the Alma College civil rights policies and procedures at least annually. Submit recommendations for revisions through the college’s governance structures and, upon approval, communicate to the campus community. 

• Work with the office associate to organize and maintain confidential files, disposition reports, and other compiled records regarding Title IX and civil rights cases. Protect the privacy of records and ensure that only relevant content is included in the case file. 

• Respond to student media as necessary and work with the Associate Vice President for Communications to respond to other media inquiries.

• Maintain a positive and collaborative relationship with local law enforcement and victim advocacy organizations to assure that students, faculty and staff receive adequate support and assistance.

• Identify emerging issues and trends that could impact college policy and practice.


• Bachelor’s degree in a related field from an accredited university. 

• Three years of professional experience directly related to the specified duties and responsibilities.

• Able to interact and communicate effectively in a clear, concise and compassionate manner with a wide range of constituents.

• Superior interpersonal and cross-cultural communication skills. 

• Able to gather and analyze information to prepare concise, coherent written reports.

• Experience in public speaking to diverse audiences.

• Strong prioritization, problem-solving and organizational skills 

• Demonstrated ability to understand, implement and create policy.

• Understanding and sensitivity towards experiences and expressions of trauma caused by sexual violence or harassment.

• Able to work a flexible schedule, including some evening and weekend hours, especially during the academic year.

Preferred requirements:

• Master’s degree or Juris Doctor of Law. 

• Experience, training or certification in organizing and conducting workplace discrimination or harassment investigations, Title IX investigations or other civil rights investigations.

• Experience in presenting educational workshops or programs.

• Training in conflict resolution or mediation.

Physical Requirements: 

Working at a computer for extended periods. Able to participate actively in meetings in various locations across campus.
