Primary Function of Organization Unit: North Carolina State University Transportation Department (NCSU Transportation) is a receipts-supported auxiliary within the Finance and Administration Division responsible for parking and transit services, managing over 20,000 parking spaces, maintenance and operation of 10 parking decks, enforcing parking regulations, parking citation review and appeal and administration of a 10-route transit system serving over 3.2 million riders per year.

Essential Job Duties: The Assistant Director for Finance is a highly analytical leadership position within the NCSU Transportation Department, a receipts-supported auxiliary unit with annual revenues over $15M and approximately $150M in assets. The Assistant Director for Finance provides financial planning and develops cost forecasts for operations and maintenance of facilities; audit surveillance and compliance with University and state audit standards; oversight of accounts payable and receivable; and supervises the department's Accounting Operations. This position utilizes advanced level forecasting methodologies and analytical skills to determine parking permit pricing and transit fee structures, as well as timing of increases, which is critical in order to maintain sufficient revenue to support the department's operations. This position requires expert use of various financial analysis software and an understanding of Generally Accepted Accounting Principles (GAAP). The incumbent also analyzes financial data and prepares clear, concise fee requests for presentation to the Board of Trustees. This position routinely interfaces with high level University financial management throughout the budget process.

Minimum Education/Experience:

Department Required Skills: *Highly proficient in all advanced functions of Microsoft Excel. *Ability to multi-task and strategically prioritize competing needs within the department. *Manage and improve business processes and operations by ensuring continuity, integration of policies and procedures with the organization's mission. *Knowledge of Parking and Transportation Policies, documented accounting procedures *Extensive knowledge of accounting, financial forecasting and budget management. *Ability to recruit, select, develop, counsel, discipline and evaluate performance of employees. *Ability to implement an effective personnel management plan that includes assessment of employee skills, employee development and recommend appropriate disciplinary actions as needed. *Ability to complete annual performance ratings for all employees. *Ability to implement staffing strategies to meet departmental needs through fluctuations in work load *Reliable and accurate projections are critical *Requires a high level of professional communication. *Ability to develop and present customized financial information to a variety of audiences at all levels of University Administration and ensure effective delivery. *Listen and respond appropriately to others using the appropriate media such as telephone, emails and presentations.

Preferred Experience, Skills, Training/Education: Prefer 5 - 10 years experience. Office of State Controller accounting procedures. NCSU Parking & Transportation Polices.

Necessary Licenses and Certifications: Valid DL required. A valid North Carolina driver's license or the ability to obtain one within 60 days of start date.
