Senior Director, University Payroll and Benefits

The University of Illinois System seeks a Senior Director for University Payroll and Benefits (UPB) to lead the System-wide payroll and employee benefits operations. Additional responsibilities include:


1. Provide strategic leadership to manage the UPB operations.

2. Oversee Financial Management of UPB, including control of the budget and allocation of resources.

3. Responsible for assuring that the University System remains in compliance with all new requirements or changes related to federal and state legislation affecting UPB.

4. Work with Administrative Information Technology Services to build/maintain/improve applications fundamental to enabling UPB to satisfy all regulatory processing requirements and customer service best practices.

5. Manage vendor relations with State of Illinois Central Management Services, State Universities Retirement System, Windstar, JAT and other vendors regarding program administration protocols related to processing activities or concerns.

6. Create a culture within UPB that stresses the fundamental and basic importance of building processes and conducting all the business affairs of UPB with strong internal controls.

7. Meet with staff across the System as necessary to deal with emerging issues, develop new initiatives, resolve outstanding issues, etc.

8. Implement University System-wide business policies and procedures affecting UPB.

9. Monitor and develop staff for future leadership positions.


Candidates must possess a bachelor's degree in business administration, management, human resources, or related field. Successful candidate will possess either a Masters Degree in a related field or a Certified Payroll Professional (CPP) certification. Other qualifications include: Ten years' experience managing human resource, payroll, and/or benefits operations in a large, complex environment; track record of organizational leadership, managing change, mentoring and staff development; thorough knowledge of federal laws pertaining to payroll, including benefits and foreign national issues; knowledge of general accounting principles and ERP system use in payroll; strong analytical abilities, skills and judgment to make sound management decisions and recommendations; well-developed communications skills, verbal and written, including public speaking ability, able to interact effectively in and outside the organization.
