Brief Summary of Work for this Position:
Reviews and monitors the budget for accuracy. Analyzes the university budget and reviews trends or patterns in spending to identify possible efficiencies or areas of concern. Troubleshoots errors and inconsistencies within the budget and provides recommendations to management for improvement. Provides guidance and expertise to campus constituents. Analyzes and reconciles data looking for potential budgetary risks, researches and presents resolutions. Oversees day-to-day budget processes. Manages internal month-end close analysis and reconciliation. Completes monthly reporting as necessary for campus. Manages the student worker. Liaison for university to the Office of State Budget Management. Interpret guidelines for the university, understands implications, and communicates to university staff.
N.C. Minimum Required Knowledge, Skills, & Abilities:
Bachelor’s degree in public administration, business administration, accounting, or related discipline; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Additional knowledge, skills, and abilities required to perform the essential functions of the position:
Knowledge of current state budget rules, federal and state laws
Requires technical proficiency and internal/state/federal policy expertise
Fundamental knowledge and application of generally accepted accounting principles (GAAP)
Ability to communicate financial data in understandable way to senior management
Ability to perform detailed financial analysis as well as the interpretation of financial data and reports
Exercise judgement, tact, and discretion in interpreting and applying existing fiscal and personnel policies and procedures
Ability to analyze and detect inefficiencies and determine solutions in budgetary actions and processes
Ability to analyze and recognize trends in financial data that would identify possible risk or area of concern for the university
Requires the ability to communicate budgetary policies and procedures verbally and in writing while accurately applying legislative and or agency requirements
Ability to communicate at all organizational levels as needed, to manage operations, maintain and develop systems or internal policies, and provide training and guidance to University system users
Absolute expertise on university, state, and federal laws and regulations
General knowledge of higher education policies and practices
Ability to determine the cause and effect of scenarios
Ability to identify risks associated with budget actions
Preferred education, professional skills and experience:
4 years of related experience or comparable work experience
At least 2 years of budget experience working in a higher education or governmental setting and environment
Recruitment Range: $52,056 - $57,840
NC Salary Grade Equivalency: 76
Hours Per Week: 1.0 (40 hours per week)
Months Per Year: 12 Months
Work Days: Monday - Friday
Work Hours: 8:00AM - 5:00PM, flexibility required
