Job description

The Chabot-Las Positas Community College District is seeking a Coordinator of Institutional Research for Chabot College in Hayward, California. The Coordinator develops and implements a comprehensive institutional research agenda to assist Chabot College faculty and staff in decision-making regarding the planning, evaluation, and effectiveness of Chabot College’s programs and services.

This position reports directly to the College President.

Representative Duties

1. Develop, implement, and complete an annual Chabot College Institutional Research Agenda that supports evidence-based planning and decision-making in the college and District with innovative institutional research practices.

2. Work collaboratively with college faculty and staff to develop quantitative and qualitative methodologies for the purposes of evaluating, assessing, and improving college programs and services. Provide research consultation to campus committees.

3. Develop measures and conduct studies on institutional and program effectiveness, including monitoring strategic plan goals, student equity and other accountability measures. Prepare annual institutional effectiveness reports for Chabot College and for the District.

4. Facilitate the use of research results for planning, evaluation, and accountability within the Chabot College planning and governance structure. Promote a culture of evidence for planning and evaluation processes at the college. Serve on Chabot College Planning and Resource Allocation Committee (PRAC).

5. Conduct research, produce statistical analyses, interpret results, and prepare periodic reports on the current status and recent trends in student characteristics, access, educational needs, engagement, and outcomes, as well as on student and staff satisfaction with campus climate and academic and student services.

6. Design and conduct research projects for the evaluation and support of SSSP, Equity, Basic Skills, Guided Pathways or other local, state, or federal initiatives and outcomes. Validate assessment instruments and processes, including multiple measures, and conduct prerequisite research. Serve on the Student Access, Success, and Equity (SASE) Committee.

7. Initiate, conduct, and coordinate Chabot-based research on classes, programs and services. Support academic, student services, and administrative program reviews by providing accessible standard and customized research as necessary.

8. Collect and provide comparable local, state, and national data and identify appropriate peer groups for comparison purposes.

9. Design and implement the research, data collection methodology, and evaluation component of externally-funded grant projects.

10. Conduct environmental scans and analyses on external demographic, labor market, and educational trends that affect the college. Prepare reports for use in Chabot College and District planning.

11. Respond to information requests from internal campus and external clients; provide data for national and state reporting requirements, such as IPEDS and Gainful Employment. Conduct ad-hoc studies and provide reports on student demographics or outcomes as requested by the District or College administration, programs, staff, or the local community, such as high school districts. Coordinate District-wide research with Las Positas College (LPC) Office of Planning, Research and Institutional Effectiveness.

12. Work with District Information Technology Services and the LPC Office of Planning, Research and Institutional Effectiveness to develop, maintain, and enhance the district Institutional Research student, program, course, and staff ITS database; ensure the capacity for a longitudinal tracking system.

13. Using the latest available technology, establish efficient ways for college and District staff to have access to and understanding of how to use research results. Maintain the Chabot College Institutional Research website and inform the campus community of the available information.

14. Demonstrate sensitivity to and an understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of community college students, including those with physical or learning disabilities, and conduct research that reflects that understanding.

15. Coordinate the work of the Research Analyst and any programming or clerical support staff of the Office of Institutional Research. Hire and supervise student assistants as needed.

16. Ensure that the Institutional Research office personnel are fluent and forward-looking in developing trends in research methodology and emergent technology.

17. Serve on statewide research and planning committees; present research at regional and state conferences. Maintain professional currency through training and development.

18. Develop and manage the budget of the Office of Institutional Research.

Minimum Education and Experience

1. Master’s degree or higher in a field related to institutional research, such as education, social sciences, or decision sciences, plus four or more years of progressively responsible experience in an institutional research office; OR a Bachelor’s degree and six years of related experience; OR the equivalent.

2. Proven ability to successfully design, administer, and effectively maintain an institutional research program in higher education.

Ability to:

1. Plan and conduct research that is responsive to salient educational issues at the College.

2. Review, analyze, interpret, and report research results in a way that is accessible to a diverse audience.

3. Write professional, clear and engaging reports and narratives about research results and implications.

4. Use the latest and emerging computer software for office productivity and institutional research data analyses and display.

5. Conduct data analyses using statistical and database query packages.

6. Use presentation graphics to display complex statistical reports for a variety of non-technical and technical audiences.

7. Prepare clear, well-organized multi-media and other presentations; present to large and diverse audiences; and facilitate group processes.

8. Establish and maintain cooperative work relationships with others.

9. Collaborate with technical and non-technical groups.

10. Coordinate or supervise full-time staff.

11. Manage multiple projects and bring projects to completion on time and on budget.

12. Prioritize competing research requests based on college research and planning needs.

13. Facilitate the use of research results in planning processes.

14. Demonstrate sensitivity to and an understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of community college students, including those with physical or learning disabilities, and conduct research that reflects that understanding.

15. Communicate respectfully and sensitively with people at various levels of the organization who are of diverse cultures, language groups and abilities.

Knowledge of:

1. Applied educational and social research quantitative and qualitative methods.

2. Research methodology and standard statistical methods commonly used in educational research, such as but not limited to research design, sampling, survey design, parametric and non-parametric statistics, correlation analysis, forecasting, and projections.

3. Principles of psychometrics, including research methods bearing on instrument validity, reliability, differential prediction, bias, cut scores, etc.

4. The role of institutional research offices in community colleges.

5. Organization of the community college system in California and current initiatives.

6. In-depth knowledge of the relationship between Title V, assessment, equity, student services, and the legal issues related to them.

Desirable Qualifications

1. Progressively responsible experience in an Institutional Research Office in a California Community College (CCC).

2. Experience with the latest research-related initiatives in the CCCs.

3. Doctorate degree.

4. Design ability.

Job Work Schedule

This position is full-time, tenure track, beginning Fall 2018. Employment will begin on or about August 16, 2018, with option for summer employment through mutual consultation with administration beginning June 2018.
