Primary Function of Organization Unit: The Laboratory for Analytical Sciences (LAS) is a translational research lab sponsored by the National Security Agency (NSA) focused on the development of new analytic technology and analysis tradecraft. The new technologies will help us understand the underlying scientific principles and analytics required to meet the complex and dynamic challenges presented by "Big Data." The new tradecraft will help us discover, understand, and enhance critical aspects of intelligence analysis. These new technologies and tradecraft will be brought together through the development of user experiences that allow engagement with the data, tools, and techniques to achieve mission outcomes. Essential Job Duties: The LAS Business Officer will assist the LAS Principal Investigator, Director of Operations and Program Manager in the daily financial management of the lab. Responsibilities of the LAS Business Officer shall include, but not be limited to: Financial Administration * Monitoring spending and balances on multiple fund-types, including sponsored research, state, and trust funds * Monitoring LAS segments and performing monthly account reconciliation to ensure funding is in the appropriate places to support LAS research activities * Preparing subcontract invoices for payment * Initiating and processing Project Modification Requests (PMRs), Purchase Orders (POs) and journal entries between LAS accounts and within accounts * Adding new vendors to NC State financial system to facilitate payment from NC State * Reviewing NC State invoices to USG to ensure accuracy of charges and work with University Program Associate to create backup documentation for USG * Maintaining a Contractor Acquired Property report * Working with ISSC to initiate and route PINS records for NC State performers and subcontractors and account closeout at the end of each Deliver Order * Maintaining record of actual spending on NCSU and subcontractor segments * Serving as primary point of contact for Integrated Support Service Center (ISSC) * Maintaining a Contractor Acquired Property report Financial Analysis * Monitoring task activities and financial data to ensure early identification and mitigation of risks and/or problems * Developing realistic spend plans for LAS performers and maintain record of actual spending and monitor variances * Conducting financial analysis of LAS spending and alerting Assistant Director of Operations of areas of concern * Approving expenditures in the university's financial system when appropriate * Timely maintenance and update of RADAR records to reflect all contractor correspondence * Developing and submitting Quarterly Accrual Report
Department Required Skills: * Knowledge of Google Mail, Calendar, Drive and other Google applications (or similar software) * Efficiency in Microsoft Excel, Word, and PowerPoint * Strong interpersonal, computer, and organizational skills * Demonstrated written and oral communication skills with a focus on providing outstanding customer service * Ability to work independently and as part of a team * Ability and willingness to work cooperatively with others * High degree of discretion in dealing with sensitive information * Ability to hold a government security clearance
Preferred Experience, Skills, Training/Education: * Bachelor's degree in a relevant field. * Experience in a federally funded center and/or academic institution * Significant experience as an integral member of a support team * Knowledge of NCSU systems, policies and regulations * Knowledge of federal policies and regulations impacting financial reporting requirements
Necessary Licenses and Certifications: Must be able to obtain and maintain a security clearance.
