University of Illinois Urbana-Champaign is seeking dynamic professionals to join a partnership between public university social work programs and the Office of Child Welfare Partnerships and Workforce Development (CWPWD).

The Contract Specialist provides specialized fiscal expertise and support for all programmatic units regarding contract initiation, execution, amendments, vouchering and monitoring to executive and administrative staff of the Illinois Department of Children and Family Services

Responsibilities and Duties:

  • Create program plans, and write complex comprehensive budgets for private agencies and Universities doing business with or providing services to IDCFS. Enter annual spending plans for all agencies and universities into the IDCFS and State of Illinois Comptroller's database.
  • Revise budgets, reports and vouchers. Check for appropriate back-up documentation (billing statements, receipts for reimbursement, prior approval authorizations, etc.) and compliance of payment request within the rules and regulations of the Office of the Comptroller, the Travel Regulatory Board, and the Department of Children and Family Services with regard to request for payment. Verifies Federal Title IV-E regulations as they apply to specific billing activities.
  • Review contractual budgets submitted and prepare comparison analysis of previous fiscal year budgeted expenditures and current requests to establish appropriate annual funding levels.
  • Provide overall leadership in the preparation of reports for IDCFS legal counsel review, and any other IDCFS compliance requirements.
  • Develop contract obligation status reports for review by Unit Managers.
  • Track private agency and University contract spending projections for IDCFS and requests contract modifications on behalf of IDCFS. Responsible for maintaining a contract compliance tracking system to document that contractors have submitted all required reports to IDCFS and that contract files are maintained with all appropriate documents.
  • Monitor clinical and training contracts and program plans for compliance with IDCFS procedures and guidelines are related to program evaluation and measurable outcomes by liaising with program managers and create Procurement Business Cases (PBC's) in the Remedy System for all support Service Contracts over $10,000 by documenting necessary justifications and monitoring Case status through contract execution.
  • Review and approve booking agreements, banquet event orders and event contracts for compliance with IDCFS policies and guidelines. Amend contractual agreements as necessary to comply with all State policies and standard operating procedures. Authorized to transmit complete direct-billing applications and credit applications to vendors extending credit to IDCFS for conferences, trainings and lodging events.
  • Serve as a resource to the business manager in the analysis and review of vouchers of the unit as they relate to approved expenses for specific program areas.
  • Conduct annual Contract Monitoring reviews for Clinical and Support Service contracts to verify employee files are up-to-date and are in accordance with the program plan and budget. This includes quarterly and annual monitoring visits with all private agencies, and Universities, auditing records on site, writing reports and corrective action plans.

Minimum Qualifications:

Bachelor's degree. Major coursework in Business or Public Administration preferred. Three or more years of experience in business, public administration or contract administration. Knowledge of State of Illinois computer accounting and spreadsheet applications. Knowledge of the principles and practices of public and business administration. Ability to analyze administrative problems and exercise authority over an effective course of action. Ability to develop, install and evaluate new and revised methods, procedures and performance standards. Ability to exercise judgement and discretion in developing, implanting and interpreting departmental policies and procedures. Ability to develop and maintain cooperative working relationships between all contractual and partnering units of the Department of Children and Family Services.

This is a full-time (100%), twelve month non-tenure track academic professional position. The position is grant-funded and renewal is contingent upon availability of funds. Salary is competitive and commensurate with qualifications. The proposed start date is as soon as possible after the closing date.
