Perform comprehensive journey level generalist duties and provide consultation to management in all areas of human resource management. Develop and implement effective strategies, particularly in the areas of recruitment and retention, employment and compensation, performance management and staff development. Participate in the planning, development, implementation, training and assessment of human resource programs to improve customer service, efficiency and effectiveness.
Required Knowledge, Skills and Abilities:
Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues.
Strong interpersonal and communication skills and the ability to work effectively with a wide range of customers in a diverse community.
Knowledge of equal opportunity and affirmative action requirements as related to public sector human resources procedures.
Knowledge of federal and state employment laws and regulations, and public sector employment policies and procedures.
Knowledge of compensation administration principles and procedures.
Ability to analyze complex information, and to define and solve problems.
Mathematics and statistical skills.
Knowledge of FMLA and catastrophic leave policies, procedures, and practices.
Knowledge of ADA, FLSA, and other employment legislation and regulations.
Knowledge of staff employee regulations, policies, procedures, and documentation.
Demonstrated proficiency in Microsoft Office applications (Excel, Word, PowerPoint). Ability to prepare and present training programs and materials.
