Job Summary:

The University of Colorado Denver | Anschutz Medical Campus | Office of Internet Technology is seeking applications for a HR and Business Services Coordinator. The HR and Business Services position is a full-time University Staff (non-classified) position requiring knowledge of human resources, communications/outreach and finance/accounting in a higher education setting. This position is responsible for coordinating and supporting human resources, outreach, and other business functions with the Office of Information Technology (OIT). The business services professional manages the OIT student hiring process as well as coordinates onboarding for all new OIT employees. This position serves as a resource to the OIT Director of Finance and Administration, OIT Assistant Director of Finance and Administration, HR Program Manager as well as the Outreach Coordinator to assist in administrative, outreach and financial/accounting matters.

Examples of Work Performed:

Human Resources (85%)

Manages and tracks new employee onboarding process, including creating and maintaining documentation of the process, coordination with supervisors, new employees and OIT Finance and Administration staff.Assists the hiring manager with the development of job descriptions and position announcements. Advises on search strategies; revises internal search processes as needed. Consults with hiring managers/supervisors, search chairpersons and campus Human Resources office. Researches appropriate venues for advertisements; places ads. Ensures that all necessary paperwork for search approvals, letter of offers, staff additional pay and employment packets for hired employees are submitted in a timely manner, including background checks and education verification.

Provides support, consultation, and guidance to management at all levels of the organization on performance management issues -- goal setting, coaching, and evaluations.

Assists in managing the annual performance management process with supervisors by ensuring the completion of classified staff performance plans, coaching and evaluations, university staff evaluations, and collection of staff merit scores.

Evaluates and analyzes goals written by supervisors of classified and university staff to ensure compliance with state, university and departmental rules and guidelines. Assesses conformance of goals to the SMART goal model, providing helpful suggestions and feedback for supervisors to use in their writing of these goals.

Creates and maintains new-employee forms for processing and distributes to appropriate personnel for verification of funding and creation of offer letter and submission of Personnel Matters Report. Communicates with new employees, submit badge requests, and supports new employees with selection of benefits and new employee forms.

Keeps current with university and state policies and procedures for hiring, training, evaluating, retaining and dismissing classified and university personnel. Assists management with the interpretation and application of relevant policies and procedures.

Acts as back-up, with a high-level of confidentiality, in the absence of the HR Program Manager with regard to sensitive personnel issues, payroll processing, and personnel files.

Manages and initiates time collection process for monthly and bi-weekly employees, including processing HCM, reviewing individual timesheets for employees, reconciling to known out-of-office events, and ensuring that all timesheets are submitted as well as reviewed by supervisors.

Independently researches issues associated with over payments, late pay, incorrect pay and other payroll issues, reviewing resolutions with the OIT HR Program Manager.

Conducts and manages training sessions on MyLeave and manages the time collections processes within the OIT. Prepares and maintains letter and other templates for OIT correspondence.

Coordinates the annual performance management process by ensuring the completion of classified staff performance plans, coaching and evaluations, university staff evaluations, and collection of staff merit scores.

Serves on OIT search committees by providing applicant review matrices, providing support for decision-making, scheduling interviews with candidates on behalf of the committee, and providing committee feedback to the hiring authority as appropriate.

Assists with the exit interviews for departing staff and maintains records of results.

Manages various human resources events, including FMLA initiation, tracking and coordination; fiscal yearend leave sweep notifications and audits of leave usage.

Assists with recruiting and retention processes to ensure timely processing for hiring of classified and exempt professional employees. Schedules and coordinates meetings for search committees and candidates to set up interviews as well as provides assistance to HR Program Manager for scheduling other meetings.

Develops and updates OIT human resource and payroll procedures that ensure compliance with university, and federal policies. Develops expertise in interpretation of relevant guidance and policies (e.g., state classified rules, university staff).

Updates departmental policies and procedures, as needed, using university, state and federal laws, rules and guidelines. Ensures that policies are ready for department and university dissemination, if needed, by reviewing for formatting and ensuring readability and clarity.

Develops and maintains tracking system using MS Excel or other system to track all human resources transactions, including recruiting, terminations, and other events. Uses data in tracking system to populate metrics for department-wide use in evaluating strategic goals.

Maintains personnel files and other digital files while managing records retention for human resources and financial records.

Works on various projects as required by HR Program Manager, Assistant Director of Finance and Administration and Director of Finance and Administration.

Communications (10%):

Coordinates with the OIT Outreach Coordinator in implementing and facilitating effective communications throughout the department, including reviewing both internal and external communications.

Assists OIT Outreach Coordinator with campus and departmental events such as Annual Technology Awareness Day and TSC Meetings.

Promotes the mission of OIT by raising awareness of customers by providing information such as changes in rates, procedures, and billing practices in various communication efforts.

Finance (5%):

Reviews general ledger information and creates cash flow statements using MS Excel for accounts within OIT. Determines ability for cost centers and service centers to be able to fund on-going operations.

Updates Pinnacle billing system with billing changes sent by various schools and departments, verifying speedtypes for validity and charging.

Creates journal entries to record accounting events in the general ledger as needed.

Assists with the annual collection, processing and updating of Work Load Analyses for all employees of OIT.

Salary and Benefits:

The hiring salary for this position is The salary range for this position has been established at $42,000 to $52,000 and is commensurate with skills and experience.

Qualifications

Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's degree in business administration, finance, communications, human resources management or a related field.

Substitution:

Experience in general business administration can be substituted on a year-for-year basis.

A minimum of one year of experience in general business administration.

Conditions of Employment:

Must be willing and able to travel between campuses (Denver Campus and Anschutz Medical Campus)

Preferred Qualifications:

Experience in human resources operations

Experience in higher education

Experience with PeopleSoft HCM

Knowledge, Skills and Abilities:

Basic knowledge of practices of the accounting and human resources and communications professions.

Ability to function independently in a responsible and timely manner.

Experience with MS Office suite, including MS Excel, MS Word, MS PowerPoint, MS Outlook.

Ability to create and maintain a workflow and process in order to track multiple steps in a process and enable the most efficient execution of the process.

Ability to establish and maintain effective professional working relations with subordinates, peers, colleagues, associates, administrative staff members, faculty, and with personnel of external agencies and organizations.

Ability to interact and communicate effectively with professional, administrative and other personnel throughout the organization, both orally and in written form. Written communication must be proficient. Must be able to articulate and communicate with non-technical as well as technical staff.
