The University of South Carolina seeks a visionary, strategic, and broadly skilled Human Resources executive with substantial leadership experience for the position of Vice President of Human Resources. The Vice-President (VP) for Human Resources (HR) serves as the Chief Human Resources officer (CHRO) for the eight institutions in the University of South Carolina system. In this role, the VP for HR will serve as the senior advisor and institutional leader for providing advice and counsel to the President and other senior officials concerning all human resources matters. This position also directs a division that administers the long-range planning and the day-to-day operations for a wide range of HR functions, including Talent Acquisition; Total Rewards (compensation and benefits); Organizational and Professional Development; HR Operations, Systems and Reporting; Employee/Employer Relations; International Services for faculty and staff; and Remote HR operations. This position reports to the Senior Vice-President for Administration and Chief Operating Officer and serves as a member of the President's Executive Council. The position works with all senior leaders across the USC system as a strategic resource for maximizing the performance of the organization in support of the University's mission.

Primary Job Responsibilities:
Provides advice and counsel to the President and other senior officials concerning all human resources matters, with a focus on institution-wide HR issues that optimize the University's ability to attract, develop, and retain the faculty and staff needed to fulfill the University's mission. Also, serves as a member of the President's Executive Council.

Coordinates and consults on precedence-setting administrative decisions; forecasts and makes recommendations regarding strategic planning and development of institution-wide policies and practices; proactively plans and participates in the decision-making directly affecting the faculty and staff; and the HR budget of the University.

Designs and oversees an effective talent acquisition program that helps attract and onboard new talent for the University.

Leads the development and implementation of compensation and benefits programs that appropriately position the University in the competitive market and allow the University to attract and retain top talent.

Provides organizational development support to the President, Provost, Vice-Presidents, Deans, Chancellors and other leaders and organizations across the University's system to assess and improve organizational performance.

Oversees the training and development of supervisors, managers and senior leaders across the University of South Carolina system. Provides leadership development programs that build a strong pipeline of future academic and administrative leaders and supports the University's succession planning efforts.

Oversees the development, management and support of strategic HR systems that enable a wide range of business processes that support all employees and advance institutional priorities.

Develops and leads the organization that provides day-to-day HR leadership and support to all institutions, colleges, schools and departments across the University of South Carolina system.

Ensures that Human Resources policies and practices are aligned with the University's strategic goals.

Provides and ensures effective employee/employer relations through programs that equip managers and supervisors to effectively lead/manage employees and create a positive work environment throughout the University.

Serves as a primary point-of-contact for all Human Resources related matters with state and federal oversight agencies.

Minimum Qualifications (Classified and Unclassified positions)

A Master's degree and ten years of progressively responsible HR leadership experience, with a preference for experience in higher education.

Preferred Qualifications

Extensive experience as a senior executive in a business, government, or higher education organization of relevant size and complexity with deep and broad experience in human resources and a command of innovative practices in the field.

A demonstrated track-record of developing and executing well-organized and effective human resources programs, along with a command of best and innovative practices in the field.

Broad based HR experience encompassing the major functional aspects of Human Resources, to include Organizational Change Management, Human Resources Information Systems, Talent Acquisition, Talent Management, Leadership and Organizational Development, Compensation and Benefits, and Employee Relations.


The successful candidate will have considerable management and leadership experience, with a demonstrated record of success in problem-solving, planning and project management. The VP for HR should also have a demonstrated service orientation and a record of being proactive in providing service and support to campus stakeholders.

A collaborative, team-oriented style and team builder. The ability to develop solid collaborative relationships with a diverse group of campus constituents including faculty, staff, and students.

Knowledge of public higher education and familiarity with the needs and complexities of a comprehensive university with understanding and vision for a progressive human resources organization.

The position requires a demonstrated familiarity with employment law.

The position requires extensive supervisory experience and leadership skills to effectively plan for the University's short-term and long-term organizational needs and the ability to help lead both workforce and organizational change.
