General Summary:

The General Counsel is the chief legal officer for the University and works closely with the President, Board of Regents, the University Executive Council, all University units, and is responsible for managing the University's legal affairs and overseeing the provision of legal services to the University.

Principal Duties and Responsibilities: Represent the University in courts of law or before quasi-judicial or administrative agencies, and/or retain counsel for such representation; determine when to retain outside counsel and whom to retain, and then responsible for maintaining relationship with such counsel.

Ensure that laws, rules and regulations issued by the university and the Board of Regents are consistent with State and federal law.

Advocate for changes in policies, laws, rules and regulations that are inconsistent with the efficient and effective management of a public institution.

Render opinions on complex matters of law. Handle FOIA requests.

Participate in the creation, development and achievement of institutional strategy and policy as a member of the President's Executive Council.

Develop preventive law strategies and institutional policy and compliance programs to help minimize litigation, third party disputes and other potential project development and implementation problems.

Maintain a comprehensive knowledge of pertinent federal and state laws, regulations, rulings, interpretations and court decisions as they affect the District.

Provide legal counseling and assistance to the University's administration and Board of Regents.

Represent the University in judicial or quasi judicial proceedings.

Act as an agent of the University in legal transactions.

Assist in the resolution of academic problems of a legal nature.

Review, draft, and approve University contracts and institutional policies.

Coordinate the negotiation, preparation and execution of affiliation agreements.

Lead and manage the staff assigned to Legal Affairs and Risk Management, including hiring, training, evaluating and counseling professional, administrative, paraprofessional and administrative staff.

Perform related Departmental duties as required.

Supplemental Information:

Ability to Support the Board of Regents.

Previous work experience in a higher education environment preferred. Qualifications: The possession of a law degree and admission to the Michigan Bar Association is required.

Five years' previous legal experience in a corporate, non-profit, Government, or University legal counseling environment is required.

Prior experience in directing and coordinating the work of other attorneys is required.

Prior experience in the litigation process is desirable.

Prior experience as an attorney on the staff of, or handling as private practice, the legal work of a major University is desirable.
