Reporting to the Vice President for Administration, The College of New Jersey ("TCNJ", the "College") Chief of Police ("Chief") leads a full-service police department with approximately 35 permanent employees and corresponding budget. The candidate must be an experienced leader in law enforcement able to establish effective communication and relations with a broad constituency. The Chief is responsible for establishing and maintaining a collaborative and cooperative relationship with the Mercer County Prosecutor's Office, The Ewing Township Police, The New Jersey College and University Public Safety Association ("NJCUPSA) and TCNJ's neighboring institutions. This position works cooperatively to maintain current mutual aid agreements and seek opportunities to expand such agreements with additional regional public safety agencies for the benefit of the College and the region.

Essential Duties and Responsibilities

The Chief must have expertise in law enforcement operations, investigations, and criminal law; Incident Command; and pro-active community policing. The Chief is expected to:

  • Model courteous engagement and outstanding customer service with staff and students while ensuring clear and firm adherence to safety principles and laws;
  • Demonstrate experience in cultivating and maintaining relationships, serving as inter-agency liaison with law enforcement, fire and emergency agencies that provide support to the campus;
  • Ensure the high quality professionalism of employees through training, development, and education for personal and professional growth;
  • Administer the College's compliance with the Clery Act and its requirements;
  • Manage the operations of the Office of Campus Police Services including developing and monitoring budgets, assessments and evaluation activities, develop and maintain database systems, and ensure excellent customer service with all constituents;
  • Serve on various College committees, including the Behavior Assessment Response Team ("BART"), Physical Security Systems Committee ("PSSC"), Campus Property Use Committee ("CPUC") and others as required;
  • Co-Chair the Critical Incident Planning Group ("CIPG");
  • Recommend and administer approved institutional policies and procedures associated with faculty, student, staff and visitor safety;
  • Maintain and update a formal protocol for policies and procedures to be followed in responding to mental health crises and emergencies, provide consistent and timely response and intervention when needed, including during after-hours crisis situations;
  • Assist in the strategic planning, assessment, and program evaluation efforts within the Division of Enrollment Management, Student Affairs, Administration and Academic Affairs; and
  • Perform other duties as assigned by the Vice President for Administration.


The Chief of Police is required to hold a Bachelor's degree in Criminal Justice or related field (Master's Degree preferred) and at least 15 years of police experience that includes considerable administrative, investigative and patrol experience with a minimum of five years' experience at a command staff level as lieutenant or above. The Chief must have excellent written and oral communication skills, as well as thorough knowledge of Local, State and Federal laws. Experience in a higher education campus police department is highly preferred.

Licenses or Certification Required by Statute and Regulation

The Chief of Police is required to have Police Training Commission Certification in the State of New Jersey with no more than a one year break in full-time sworn service at the time of appointment. Please note that New Jersey State law does not recognize nor have a reciprocal relationship with Federal Law enforcement certification.


The salary for the Chief of Police will be commensurate with experience.
