The Chief Compliance & Risk Officer is responsible for the integration of governance, risk management, public safety, and compliance activities for Mount St. Joseph University. This position serves as Corporate Secretary and as a member of the President’s Office staff and President’s Cabinet supporting institutional collaborative decision making processes and the mission and values of the University. This position, in collaboration and cooperation with campus academic and administrative officers and managers, is expected to conscientiously pursue a community environment that holds itself accountable to the intent and the spirit of legal and policy authorities and the mission of the University. This position is a confidential executive management position that acts with broad authority and delegation from the President with respect to the above responsibilities.

GOVERNANCE

  • Possess sufficient knowledge of Mount St. Joseph University governance documents and expectations established by relevant accrediting bodies, oversight offices and other agencies and governmental bodies as appropriate 
  • Serve as Secretary of the corporation and work closely with the corporate Treasurer and the Corporate Board for Sponsored Ministries liaison to the University in the administration of duties
  • Serve as board professional to the Board Governance Committee and provide support to other Board committees as needed
  • Oversee institutional and board member Conflict of Interest policy and procedures
  • Oversee processes for filling institutional committee assignments working with Executive Committee for Faculty Assembly (ECFA) and Coordinating Representatives of Staff Assembly (CRSA)
  • Maintain Institution Decision Grid and provide internal consultation on issues related to institutional shared governance

COMPLIANCE

  • Responsible for Mount St. Joseph University compliance with Title IX of the Education Amendments of 1972 and other applicable federal and state civil rights laws including the prompt and fair investigation of sexual and other harassment complaints. Serve as the primary Title IX Coordinator. 
  • Responsible for Mount St. Joseph University compliance with information disclosure requirements under the Higher Education Opportunity Act
  • Ensure institutional compliance with regulations related to state authorization for interstate online and on-ground programming
  • Work with Director of Human Resources and Chief Financial Officer to ensure a fair and consistent application of University policies and procedures related to faculty and staff consistent with principles of Equal Employment Opportunity; provide consultation for employment restructuring efforts; coordination of policy and procedures related to minors on campus
  • Work closely with various administrators and/or directors to ensure compliance with:
    • Section 504 of the Rehabilitation Act of 1973
    • Title IV
    • FERPA
    • University and departmental accreditation processes
    • OSHA, EPA, and related federal and state agencies

      PUBLIC SAFETY

  • Provide effective oversight to the Department of Public Safety/Campus Police
  • Maintain oversight of institutional disaster and emergency response plan in consultation with the Director of Public Safety/Chief of Police
  • Coordinate with Associate Vice President of Campus Technology on business continuity plans as they relate to disaster and emergency response
  • Serve as member of emergency preparedness team
  • Work with the Chief of Police in coordinating compliance with responsibilities under the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics (Clery) Act.

    RISK MANAGEMENT

  • In consultation with President and President’s Cabinet, ensure that institutional goals and objectives reflect strategies that address key institutional risks and opportunities
  • Recommend, maintain and administer policies and procedures in consultation with Catholic Health Initiatives (CHI) and various insurance carriers to ensure the most cost effective protection for the University against potential risks in the areas of property, casualty, business practice, employment, transportation and general liability. 
  • Act as primary contact with outside counsel for all areas of university risk, legal issues, and defense
  • Ensure appropriate contract review and authorizations and compliance with certificate and/or coverage requests
  • Ensure proper handling of charges, claims, and lawsuits in consultation with outside counsel and insurance representatives
  • Remain competent and current in all fields of expertise and responsibility
  • Serve on University committees as elected or appointed
  • Contribute to team effort by welcoming new and different work requirements; exploring new opportunities to enhance the services of the division; helping others accomplish related job results as and where needed

EXPERIENCE

  • Minimum of 8 years of related experience in the areas of human resources, governance, risk management and/or compliance required
  • Previous supervisory/managerial experience required
  • Experience developing and implementing administrative processes with an emphasis on compliance in a higher Education setting strongly preferred.
  • Proficient in the use of Microsoft Office

EDUCATION

  • Bachelor’s degree in a related area required. Law degree preferred

  • Strong verbal and written communications skills, including public speaking, and advanced ability to conduct and oversee investigations and alternative resolutions
  • Knowledge of policies, practices and systems; human and other resource planning, analytical and comprehensive project management skills
  • Demonstrated ability to research and analyze complex administrative, programmatic, personnel, and legislative issues, and to formulate and draft policy recommendations and implementation strategies
  • Thorough understanding of HEOA, Title IX, VAWA, FERPA, Clery Act, EEOC and any additional applicable state and federal guidance and laws relating to  higher education
  • Available for evening and weekend work as necessary
