Primary Function of Organization Unit: Strategic Debt and Financial Management, as a part of the Finance Division, manages the University's internal and external debt portfolio, from planning and analysis through financing and ongoing compliance; provides financial analysis as well as cash flow analysis and modeling; assists divisional units with compliance and training initiatives; and provides leadership in the strategic finance role at NC State University.

Essential Job Duties: The Treasury Analyst provides a wide range of financial analysis and modeling in support of Treasury activities, particularly with respect to the University's debt portfolio and trust fund cash flows. This position will facilitate and manage the development and maintenance of a complex financial model to project internal and external cash flows, ratios and overall financial proformas for the University and other ad-hoc analysis as requested. The Treasury Analyst will assist with the planning and implementation of complex Treasury tools. This position will also provide documentation and tracking of University compliance in the areas of arbitrage, private use, bond covenants and continuing disclosure. This position will provide support in the development of internal and external communications, such as newsletters and presentations and will also assist in the development of training materials as needed by the departments. This position will also serve as the backup to the University Program Manager in this department.

Minimum Education/Experience:

Department Required Skills: The Financial Analyst must possess basic accounting knowledge and financial analysis and modeling techniques. Strong attention to detail is required. Must have the ability to combine financial analysis and modeling with strategic thinking, applying quantitative and qualitative elements to the situation at hand. Excellent Excel skills and the ability to present information in an understandable format. Customer oriented with strong written and oral communication skills.

Preferred Experience, Skills, Training/Education: Extensive experience with financial analysis, including but not limited to, ratio analysis, trend analysis and financial operations. Experience in banking or treasury operations. Creative and flexible in the application of financial analysis and in development of conclusions and recommendations. A self-starter, with intellectual curiosity and willingness to learn all the aspects of Treasury management at a public University. Experience with creation of newsletters and presentations using current software tools. Experience with tax-exempt bonds and knowledge of the capital markets. University financial experience helpful. Experience with DAC private use software and Peoplesoft a plus. MBA,CPA or CTP preferred.
