Position Information

This is a full-time management (MPP) position.  MPP employees serve at the pleasure of the campus President.  MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.  

Salary Range and Max Salary

Department Marketing Statement  

Department: Facilities Planning, Design and Construction

The Facilities Planning, Design and Construction management department is responsible for the planning, design, and construction of all physical campus facilities and activities including major and minor physical improvements and projects and campus space planning. The department interfaces with the California State University Office of the Chancellor and state and local agencies and works with the university community to plan, develop, and implement major and minor capital construction projects in support of the campus facilities master plan, including building new facilities, renovation of existing facilities, campus space planning, programming, and design and construction.  

Major Duties  

Under the general direction of the Director, Facilities Planning, Design and Construction, the Project Manager / Construction Inspector is responsible for the management/coordination of the design and construction of new facilities and renovations at CSUDH, from minor projects to major capital projects.  Responsibilities include development of capital project programs and project coordination from concept through planning preparation for bidding, construction inspection, and closeout.  


Minimum Qualifications:
Required Education: Bachelor's degree in a related field.

Preferred Education:
- A Bachelor of Architecture is preferred or a Bachelor of Science degree in Architecture Engineering or Construction Management.
- Licensed Architect, State of California preferred, but not required.
- Certified Access Specialist (CASp) preferred, but not required.
- International Conference of Building Officials (ICBO) license or the equivalent from a nationally recognized agency.

Required Experience: 
At least five (5) years progressively responsible experience in managing multiple and diverse capital design and construction projects, preferably public works projects.  Experience in facilities design and construction management, preparation of bid documents and specifications, contract administration, and fiscal and construction management in a large institutional setting, higher education preferred.

- Experience with Design/Bid/Build, Design/Build and [email protected] construction delivery methods.  A minimum of five (5) years of direct professional experience in construction inspection, construction administration or related activities.

Preferred Experience:
Experience managing the design and construction of projects in the higher education field, in order of preference with projects in the California State University system, University of California, or other 4-year public or private university, community college, K-12 School District, or other State, County, or City Public Works agencies.

Required Knowledge, Skills, and Abilities:
- A working knowledge of laws and regulations governing Public Works, design and construction ordinances, and other regulations applicable to building, construction, maintenance and repair including building codes for the State of California, fire codes, accessibility requirements, Title 24 requirements and other industry standards.
- Excellent interpersonal and communication skills, good organizational and information management skills, the ability to administer, manage and track projects with concurrent time lines, and methodical and detailed documentation and record keeping.
- Collaborative and teamwork approach to problem solving; ability to manage competing deadlines; ability to manage projects with a sense of urgency to completing projects, attention to detail, effective time management and follow-through to resolution of open items.
- Ability to represent the department in a professional manner to determine campus customer's needs and design requirements.
Ability to communicate effectively and work within an ethnically diverse campus environment.
- Proven ability to manage several large numbers of projects in various stages of completion simultaneously.
- Ability to use AutoCAD and project scheduling software and Microsoft Office.
- Able to be self-motivated with responsibilities and duties.
- Thorough knowledge of California Building Codes, State or Federal Codes and Safety Codes and requirements.

Preferred Knowledge, Skills and Abilities:
- Ability to draft or sketch details and concepts for in-office staff, University customers, consultants and contractors.
- Knowledge of CPM scheduling and web-based project management applications.

Certifications: Valid drivers license

Specialized Materials:
PC, printer, FAX, car, cart, or other university vehicle, and various software applications related to project management/scheduling; database management, facility/design-related packages.  


40% - Project Management and Construction Inspection:
- Responsible for managing / inspecting major capital design and construction projects (costs greater than $657,000) for the university.  Will also manage / inspect various minor capital design and construction projects (costs less than $657,000) for the university;
- Manages the pre-design, design, and construction of projects from the initial concept development through turnover and occupancy of the project;
- Evaluates the risk elements of every project, identifying key vulnerabilities and manages the project to address them;
- Manages the design and construction process for major and minor capital projects including managing project documentation, pre-construction design and budget development, construction bid process, value engineering, project scheduling, control of quality, change order negotiation, customer move-in coordination, and cost control through project completion;
- Coordinates the review of project documents with appropriate campus staff user groups and project teams;
- Coordinates the review of the design and construction documents and initiates revisions to the design packages when necessary;
- Prepares and submits schematic, preliminary, and construction documents for review by CSU Campus Planning Design and Construction Department, the CSU Board of Trustees and Public Works Board;
- Shepherds capital projects through the capital development process for information and approval, drawing upon appropriate campus resources as needed;
- Administers the selection process of the architect/engineer and any other consultants that are to be involved in the project;
- Works with and manages the project design consultants in the development of plans and specifications.
- Advises on the selection of the construction delivery method as well as the selection of the Construction Management (CM) at-risk Contractor, Design/Build Team, or the bidding out of the construction work;
- Manages the design and construction documents for compliance with budget, scope, building codes, CSU Standards, campus standards and guidelines and State/Public Works contract law;
- Responsible for on-site inspections to evaluate construction work in progress. Ensures projects are in compliance with plans and specifications.  Documents and maintains daily reports. Communicates project status with project and construction management team and represents the University to outside agencies;.
- Collaborates with the Director, Planning, Design and Construction, to administers all contractor bidding per the Public Works Contract Code, and is responsible for:
- Bidding the construction documents in a Design/Bid/Build situation;
- Creating the documents for and managing the CM at-risk Contractor selection process;
- Creating the documents for and managing the Design/Build Team selection process;
- Creating the documents for and managing the Task Order Contract Agreement contracting process for Major Capital Projects; and
- Creating the documents for and managing the Job Order Contract contracting process for Minor Capital projects.

40% - Project Tracking and Quality Assurance:
- Develops space program, concept layouts and other planning materials for smaller in-house projects;
- Organizes, coordinates and manages while working with campus clients, the overall administration of project programming, proposed project solutions, design of capital projects, and preparing final project design and architectural decisions for approval;
- Prepares and administers capital project budgets and works with the University Architect to ensure project designs adhere to university aesthetic and quality standards;
- Keeps track of project expenditures;
- Works with in-house and consultant engineers to ensure function and sustainable practices are incorporated;
- Participates in the selection of project consultants and contractors, evaluates their designs and pricing estimates, prepares related contracts, establishes project goals, and works with the campus community in the planning of the physical growth of the campus;
- Develops project scopes, budgets and schedules;
- Manages, schedules, and tracks all contracts from project inception through construction closeout associated with approved projects and payment in full to consultants and contractors;
- Manages and monitors contract budgets for each project; frequently interacts with the division fiscal manager to reconcile contract budgets and report on monthly cash flow activities;
- Serves as the point of contact with any university customers and other campus groups that may have a role or interest in the project and regularly reports on budget, schedule, and the project¿s progress to those with a vested interest in the project;
- Supervises and/or perform on-site testing to ensure all requirements are properly performed.  Coordinating Supplemental/special inspections and agency activities:  Responsible for coordinating deputy inspectors for all support purposes.  Coordinates inspection activities with the State Fire Marshal at appropriate stages of construction;
- Develops programmatic solutions to support the project¿s program, schedule, budget, and any other requirements that might affect the Project;
- Assists in the procurement of all required plan reviews prior to bidding, including, but not limited to, the State Fire Marshal, Division of the State Architect, plan check agencies for life safety and code compliance, Seismic Peer Review, Mechanical Systems Review, Leadership in Energy and Environmental Design (LEED) commissioning, if necessary, or other agency reviews that may be necessary, based on the scope of work for the project.

15% - Analysis and Consultation:
- Analyzes, interprets, reviews and evaluates the project¿s physical requirements based on the project or departmental facility needs, requests, and requirements;
- Develops programs to address the needs and develops the appropriate project and budget proposal for funding;
- Consults, counsels, recommends, and administers the requests of the customer and consultants;
- Coordinates the review of project documents with appropriate campus user groups and project teams.
