Minimum Education/Experience: Bachelor's degree and equivalent of two years of experience in a law firm or governmental/university law office; or three years of experience in a law firm or governmental legal office with either paralegal certification or associate's degree; or equivalent training and legal expertise.

Job Duties: Serving as Records Officer for the University, the position will require simultaneous coordination of complex responses to multiple public records requests, including independently monitoring flow of work on production of responses to record requests and advising the University Counsel on actions needed to advance the work in order to meet office priorities, confirming receipt of requests, contacting custodians of records and arranging for collection of responsive documents, coordinating the work of other staff in production of responses to records requests, conducting initial review of documents, identifying and redacting information confidential as a matter of law, arranging for delivery of documents to requesting parties, and maintenance of a data base to track intake of requests and status of responses. Coordinate contract in-take and basic review, including initial review for compliance with ECU contracting policy, communication with campus departments regarding inquiries about the review process and status of contracts, and maintenance of a basic database to track in-take of proposed contracts and status of review and responses. Carry out defined legal, policy development and research projects, including Shepardizing cases and identifying and collecting secondary sources of legal analysis, such as articles from journals and treatises and outlines from professional legal presentations. Collect, compare, and summarize information from statutes, case law, and state and federal policy related to privacy law and other topics, including information about the institution's responsibility to store, maintain the privacy of and/or disclose personnel records and student education records. Independently organize materials and logistical needs in preparation for multiple, complex campus appeals and administrative hearings and organizing responses to discovery requests relating to litigation, including preparation of exhibit notebooks, prepare and coordinate delivery of responsive materials (relevant correspondence, depositions, evidence of materials to be offered, etc.), schedule meetings, and draft correspondence and other communications with witnesses and parties. Providing back-up support as needed for administrative staff with basic office assignments (e.g., telephones, mail, photocopies), and assisting attorneys with preparation of meeting materials and reports for the office. Utilizing a working knowledge of court rules and litigation procedure, this position will coordinate responses to subpoenas, including contacting custodians of records and/or persons called to testify and arranging for collection of responsive documents, coordinating the work of other staff in production of responses to subpoenas, conducting initial reviews to identify privileged information that may require an objection to production that will be filed by an attorney, and arranging for delivery of responsive documents to the Court or other ordered location. Provide back-up support as needed for tracking, editing and posting to the ECU Policy Manual policies, rules and regulations.
