Duties: The position is responsible for leading and managing the Division of Finance IT professionals that support users and technical operations within the Office of the Executive Vice President, Division of Finance, Office of Budget and Management Analysis, and the Office of Investments. Direct the strategic management of information systems activities including networking, systems development and integration, planning, IT support/services for clients, procurement, budgeting, and administration. Additionally, oversee projects, operations and activities while setting policies and procedures, technical standards, and priorities. Responsible for developing a strategic systems plan for the Division of Finance and reporting to senior management on all relevant plans, projects, and performance.

Lead team members in evaluating and recommending solutions that will enable functional business efficiencies. Partner with clients to understand their environments, initiatives and priorities and serve as a point of contact and advocate for clients, working to understand and address their needs. Proactively forecast client needs, diagnose and resolve technical issues, and recommend hardware, software, network, security and cloud-based services. Also responsible for keeping clients apprised of evolving University computing policies, standards, and recommended practices, and helping to foster their adoption.

The position will introduce a service level agreement that will set expectations for clients and standardize technology, policies, and procedures across the Division. Maintain a highly engaged and responsive support team, building and cultivating strong relationships, and providing technical support and related services to clients with diverse needs and priorities. Develop and manage a team of IT professionals, ensuring a high level of client satisfaction and quality of services. Work with staff to further develop their technical, client service, relationship management, and project management skills.

Collaborate with ISC and external vendors to ensure mapping of available and appropriate services to client needs. Actively participate in the IT community at Penn, collaborating with peers in Schools and Centers in order to identify opportunities to partner and share solutions. Track industry trends, new technologies, and best practices in industry, other University departments, and at other institutions in order to provide advice on strategic direction for IT services.

Provide overall strategic management of Division of Finance Information Technology to drive innovation, risk management, value delivery, and overall increased business process efficiency.

Qualifications: Bachelor's Degree with a major in Business or MIS and at least 7 years progressive IT-related experience strongly preferred.
