Primary Function of Organization Unit: Founded in 1966, the Center for Urban Affairs and Community Services (CUACS) extends the educational research capabilities of NC State University to governmental and community agencies. The Center operates under a mandate to provide research and technical assistance to state and local government as well as to the faculty and staff of NC State. As part of the Center's work with state government, a new program Technical Outreach to Public Schools (TOPS) was established to support functions critical to public education K-12. NC State will collaborate in areas of mutual interest with the North Carolina Department of Public Instruction (NC DPI) to support public schools on educational areas of high priority. Specifically, NC State will work with NC DPI in applying research and development skills to major educational and technological issues and by providing product and quality control support to the measurement of educational performance in the state's 115 local school systems. TOPS will: 1) provide research, technical, and training assistance in carrying out assessments on a statewide basis; 2) develop tests and provide support for technological improvements for data-driven decision-making; 3) conduct needs assessment and research studies in priority areas of mutual interest. These work activities are highly sensitive and confidential and are technically complex.

Essential Job Duties: Conduct a systematic and objective development design, management and support of data systems/information collection and analysis, and interpreting and reporting results using appropriate statistics, methods along with related information technology; database storage and management. In such role, coordinate support of data systems for a variety of descriptive and evaluative research. Employee responsible for data collection and processing procedures as well as other related activities concerning presentation and collection methods. Position will work on delivery and analyses activities, with data processing systems in gathering, storing, retrieving, and analyzing data. Responsible for creation and management of large databases and hosting systems which include significant data manipulation activities from multiple source databases. Will be responsible for quality control of all data collection processes. Monitors, collects, and maintains data/information to assess accuracy, validity, and integrity; performs statistical analysis; interprets and evaluates results; prepares reports and/or presentations; conducts performance, trend and impact analysis; projects probable outcomes. Creates and maintains databases, host systems, workstations, and applies criteria for interaction of data. Be proficient in all analyses procedures and software packages and interpret findings for clients and data users at all policy levels. Design data collection instruments to insure reliability and validity. Responsible for writing reports describing the methodology. Provide documentation and research reports to clients.

Minimum Education/Experience:

Department Required Skills: Experience with hosted online data systems; experience in database management and web submission of data. Must be proficient in variety of data collection procedures and highly competent programming with web applications, SQL, HTML, MySQL, JavaScript and office productivity packages. Employee must have experience developing and maintaining databases and analyzing large datasets. Employee must develop data gathering techniques and sampling schemes. Work with large databases and provide quality control assistance to staff, ensuring data are collected in a statistically correct and reported uniformly. Coordinate data collection projects and support activities. Support systems used, write code, document, and create technical support procedures. Develop analysis procedures to ensure accuracy and perform quality control measures. Manage data needed for statewide client reports, write and distribute reports. Design instruments needed for data collection and coordinate this process with client. Provide written documentation of recommendations to client regarding technical and data issues when requested. Prepare, interpret, and summarize reports of findings. Produce a brief technical record of analytic techniques and various software procedures for each project. Conduct appropriate statistical analysis and present findings through written reports, charts, and graphics.

Preferred Experience, Skills, Training/Education: Prefer Master's degree in a social science or technical discipline with extensive experience with databases and large scale hosted online web application systems.
