Job description

Duties: The Grants Manager for the Department of Medical Ethics & Health Policy provides research administration and financial management support to Department investigators. This includes managing proposal development, budget development and related pre-award activities for a diverse sponsor portfolio;(both domestic and foreign). Managing post award activities includes account setup, monitoring and review of all sponsored projects expenditures- including fund projections, and recommending/implementing corrective actions as needed to ensure timely and accurate grant closeouts. The Grants Manager will monitor and enforce compliance with sponsor guidelines, OMB Uniform Guidance, and school and university policies, and meet with principal investigators to discuss and advise them on financial issues related to their portfolios.

Grants Manager B: The Grants Manager B will work more independently and actively participate in specific projects, including the annual PSOM budget submission. The Grants Manager B will work on the more complicated grants including training grants and program projects with multiple sub-contracts. Moreover, it is expected that the Grants Manager B candidate will have greater grants management experience than the Grants Manager A candidate, such that they can make greater contributions, including engaging in financial analysis. The Grants Manager B also will provide leadership, supervision, training and professional development support for one direct report. It is also expected that the Grants Manager B will assume supervisory responsibilities for the Grants Coordinator.

The Grants Manager reports to the Manager, Admin & Finance for MEHP; will have an indirect reporting relationship on an as needed basis with the Director of Fiscal Operations for MEHP; and also will have a dotted reporting relationship to the PSOM Office of Research Support Services.

Qualifications: Grants Manager A:
Bachelor's degree and 3 years to 5 years of experience, or an equivalent combination of education and experience, are required. Experience with NIH and other federal granting agencies is required. Proficiency with Microsoft Excel, Adobe, and Business Objects. Excellent critical thinking, analytical, verbal and written communication is required. Working knowledge of Uniform Guidance is required. Ability to apply solid organizational and time management skills to a very deadline driven environment. Demonstrated competency in the ability to multi-task in a competing priority work load is required. Familiarity with UPENN sponsored research policies and related financial system is preferred.

Grants Manager B:
Same as Grants Manager A with five to seven years of grant and contract administration or an equivalent combination of education and experience. Master's degree preferred.
