Primary Function of Organization Unit: NC State University is a nationally recognized, major research university that is organized into 12 colleges that cover a diversity of fields from humanities and social sciences to engineering and veterinary medicine. The Division of Human Resources encompasses the functional areas of talent solutions (classification recruitment, hiring, compensation, organization solutions, benefits, employee relations, learning and organizational development, and human resources information management. These services are directed, managed, and provided by the division for over 4000 SHRA/staff employees, approximately 2000 EHRA professional and administrative employees, and 1800 faculty. The Division provides leadership to the university administration, managers, and employees by being a progressive and innovative provider of human resources services. The Background Check Program supports NC State in its commitment to providing a safe and secure environment for its students, faculty, staff, visitors, and other constituents and protecting its funds, property, and other assets. The ability to provide this security is facilitated, in part, by well-informed hiring decisions. Our program contributes to these decisions by performing and assessing criminal background checks for persons selected for initial employment with the University, as well as current employees who change jobs or otherwise become subject to background checks. Our program also plays a key role in ensuring compliance with Federal, State, Local, and University regulations related to the employment of individuals who must hold a Commercial Driver's License (CDL) in order to perform their job duties; this includes the management of a drug and alcohol testing program, facilitation of education, and additional pre-employment screening measures.

Essential Job Duties: As part of University Human Resources, the Background Check Program Manager ensures the timely and accurate processing, review, analysis, and consideration of background check results for campus. The Manager independently assesses results of checks and risk to the University as related to the position for which an individual is being considered and consults with partners such as Employee Relations, University Police, General Counsel, and others to determine appropriate outcomes. The Manager evaluates suitability for employment on a variety of factors, also considering reference check information, and has the authority to endorse or not endorse candidates for employment. Within the Commercial Driver's License (CDL) alcohol and drug testing program, the Manager ensures that testing (such as pre-employment, reasonable suspicion, and post-accidental) is handled in compliance with federal regulations. The Manager develops, interprets, applies, and communicates policies, procedures, and regulations with administrators, managers, employees, and candidates. The Manager also ensures that the unit maintains integrity with its database information and reporting functions. The Manager oversees the daily work for the office, supervising and providing guidance to the staff. The Manager ensures that services align with University business needs and optimized for maximum efficiency, and systems are leveraged to maximize efficiency and effectiveness.

Minimum Education/Experience:

Department Required Skills: - Demonstrated ability to use good judgment and tact in dealing with sensitive situations. - Strong organizational and leadership skills. - Exceptional ability to effectively communicate in writing and verbally. - Technical aptitude with the ability to use a wide variety of systems and software.

Preferred Experience, Skills, Training/Education: - Human Resources experience (background checks, credentialing, education verification, CDL compliance). - Experience with enterprise Human Resources systems. - Experience in a setting/position dealing with confidential information. - HR-related certification such as PHR, SPHR, SHRM-CP, SHRM-SCP, etc. - Familiarity and/or experience in a human resources organization within a university setting.
