The Connecticut Transportation Institute (CTI) at the University of Connecticut operates within the School of Engineering. CTI's mission is to conduct integrated multidisciplinary research, education and related services that promote safety and efficiency in multi-modal passenger and freight transportation systems and, in turn, enhance livable communities, sustainable economies and the environment. The current research and educational projects at CTI are funded by a diverse set of agencies including Connecticut Department of Transportation, CT Transit, National Science Foundation (NSF), Federal Highway Administration (FHWA), the New England University Transportation Center (NEUTC) and the states of Rhode Island, Vermont, Maine, Connecticut, New Hampshire and Massachusetts through the New England Transportation Consortium.

CTI has two vacancies. One position will work under the direction of the Executive Program Director of the CTI, on a time sensitive project funded by Connecticut Department of Transportation. The project involves the development of Asset/Project Tracking and Location System (ATLAS) and expansion of the Transportation Enterprise Data (TED); and, development of a security layer that allows a wider range of functions and greater access throughout the organization. Expansion of TED will include activities such as designing database to capture Maintenance Service Memo activities and Encroachment Permitting on Liner Reference System (LRS).

The second position will work under the general direction of the Director of the Connecticut Transportation Safety Research Center (CTSRC), The successful candidate will work independently to test and modify established methods, develop new software and procedures to custom-design software and equipment to collect, analyze and display roadway and safety data. Typical responsibilities include: research and development of a custom online data analysis system/toolset to display, provide access to, and analyze Connecticut motor vehicle crash data; development, research and maintain secure data transfer systems; web page design, development and updates.

DUTIES AND RESPONSIBILITIES
  1. Confers with Program Director to resolve questions of program and project intent; output requirements; input data acquisition; extent of automatic programming and coding use and modification; and, inclusion of internal checks and controls.
  2. Designs databases and ensures their stability, reliability, security, and performance.
  3. Handle common database procedures such as upgrade, backup, recovery, migration etc.
  4. Works with users to refine solution models. Searches libraries for possible solutions to assigned problems.
  5. Conducts logical analyses of administrative needs and creates/recommends solution models.
  6. Designs program structure and creates program code in a language that can be processed by computer from a logical flowchart or other narrative of program's specification.
  7. Creates operational job streams by assembling required processing steps in logical order to accomplish desired results.
  8. Analyzes all or part of workflow chart or diagram representing data (needs) or problem by applying knowledge of computer capabilities, subject matter, algebra, and symbolic logic to develop sequence of program steps.
  9. Prepares symbolic statements of administrative data (user needs) or problems and converts these statements to detailed logical flow charts or narrative of specifications for coding into computer language.
  10. Devises a comprehensive testing plan for testing coded programs, using actual or sample input data, to verify proper program performance and efficiency of operation.
  11. Prepare documentations and specifications. Compiles documentation of program development and subsequent revisions. Prepares written instructions (run books) to guide operating and scheduling personnel during production runs.
  12. Assists with the development of necessary documentation and operating instructions for end user. Provides training and instructions for users, as required.
  13. Resolve and troubleshoot database issues. Corrects program errors by such methods as altering program steps and sequences or modifying program's coding.
  14. Writes detailed logical flowchart in symbolic form to represent work order of data to be processed by computer system and to describe input, output and arithmetic and logical operations involved.
  15. Devises sample input data to provide test of program adequacy.
  16. Analyzes, reviews, and rewrites programs to increase operating efficiency or adapt to new requirements. Assists with analysis and implementation of data warehouse structures and systems. Assists with the development of plans for integrating complex client server technology in support of University processes.
  17. Assists with the development of plans and processes that ensure the minimum risk to services or systems due to errors.
  18. Performs related duties as required.

MINIMUM QUALIFICATIONS
  1. The positions require a B.A. or B.S. and four to five years of post-degree experience or an M.A. or M.S. and two to four years of post-degree experience. Equivalencies with no degree will only be considered in the most extraordinary circumstances.
  2. Intermediate knowledge of XML protocols and NIEM structures, ArcGIS and ArcGIS Server applications, SAS, SQL and SQL server.
  3. Evidence of ability to independently analyze and translate assigned programs into operating programs and prepare detailed program documentation.
  4. Demonstrated ability in analytical reasoning and logical problem solving
  5. Experience with ASP.NET, C#., Java, Python, .NET Framework, or .NET core
  6. Good written and oral communication skills.

PREFERRED QUALIFICATIONS
  1. Master's degree or advanced study in Computer programming.
  2. Advanced knowledge of XML protocols and NIEM structures, ArcGIS and ArcGIS Server applications, SAS, SQL and SQL server.
  3. Solid programming experience in Java and Python.
  4. Experience with Web Application development using JavaScript, HTML, and CSS.
  5. SQL Server database design and development.
  6. Experience developing web applications using .NET Framework, ASP.NET, and C#.
  7. Experience with Geospatial Information Systems (GIS) integration and development.
  8. Experience with MapServer for Windows (MS4W) and/or GeoMOOSE is a big plus.

APPOINTMENT TERMS

These are full-time 11 month positions based on available funding and subject to annual renewal. Salary will be commensurate with successful candidate's background and experience.
