Required Qualifications:
Candidate must have a master’s degree in anthropology, archaeology, architectural history, or related field (must meet Secretary of Interior’s standards for archaeologist or architectural historian)

Knowledge of professional archeological practices, techniques, and procedures commonly used in California for the management of both historic and prehistoric archaeological sites.

Knowledge of California history and prehistory, especially in central-coastal California.

Knowledge of applicable federal, state and local laws, regulations and other guidance.

Skill in project management and knowledge of different budgeting processes

Ability to gather facts, analyze and compare trends, draw conclusions, devise solutions to problems, and identify changes and trends related to comprehensive planning issues.

Ability to communicate effectively in formal briefings and in general public meetings, and to prepare clear and concise written materials appropriate for different audiences.

Preferred Qualifications:
At least one (1) year experience as a cultural resources program coordinator with a Department of Defense installation.

Two (2) or more years of experience with meeting the regulatory requirements for compliance with the National Historic Preservation Act, the National Environmental Policy Act, and other relevant cultural resources management authorities.

Two (2) or more years of experience with Section 106 consultation.

Experience in the management and preservation of military buildings.

Experience conducting consultation with project stakeholders.

Must understand the US Air Force mission and how cultural resources management supports this mission.

Job Description:
The position will support cultural resources management (CRM) activities at Vandenberg Air Force Base (AFB), and to a lesser extent, the CRM activities at Edwards AFB, Los Angeles AFB, and March ARB. The duty location is Vandenberg AFB in Santa Barbara County, California. The position will accomplish specific mission essential tasks in coordination with US Air Force activities and installation CRM activities. Duties will require occasional travel to visit the other installations. Travel is not likely to exceed five days every two months.

Job Duties:
a. Develop and implement a database to track the performance of ongoing and forthcoming cultural and natural resources projects.

Assist in project programming by participating in discussions with US Air Force and installation CRM staff to identify future requirements, then assist with entry of project narratives and justifications.

c. Assist in project development by assessing project requirements from existing cultural and natural resource management plans and building on previous work.

d. Assist in project execution and assemble Authority to Release (ATR) documents.

e. Support US Air Force review of project deliverables, such as work plans, schedules, and technical reports.

f. Support development or review of National Historic Preservation Act Section 106 reviews and the preparation of Section 106 consultation documentation.

g. Collate, review, and enter data when necessary for periodic data calls.

h. Support installation CRM staff to complete annual review and updates of Integrated Cultural Resources Management Plan (ICRMP) for 2018.

Assist US Air Force staff with tracking milestone dates of plans and permits issued to the installations; coordinate with staff as deadlines approach and facilitate completion of reviews or submittals.

j. Assist in the identification and evaluation of built environment features and structures, archaeological sites, and Traditional Cultural Properties.

k. Assist in the inspection of curated collections and facilitate professional access to curated materials for research purposes.

The following tasks will be performed after January 11, 2018:

1. Support development or review of National Historic Preservation Act Section 106 reviews and the preparation of Section 106 consultation documentation.

a. SHPO report for IRP Site 216 Remediation Project at Vandenberg

SHPO report for Circuit N6 Burned Poles Site at Vandenberg

c. Cultural review for baseline wetland project at Vandenberg

d. Two Archaeological mitigation Projects at Vandenberg

2. Collate, review, and enter data when necessary for periodic data calls associated with the Section 106 projects listed above.

3. Assisting with the inspection of curated collections and facilitating professional access to curated materials for research purposes.

Additional Information to Applicants:
Candidate must be able to work independently as well as part of a team that regularly interacts with Department of Defense personnel, the State Historic Preservation Offices, the Advisory Council on Historic Preservation, and consulting American Indian tribes. This position will report to the Director of Texas State’s Center for Archaeological Studies.
