This position oversees the fiscal and administrative functions of departments within the College of Arts & Sciences. Responsibilities include budget management, sponsored research, auxiliaries, purchasing, and human resources. The successful candidate will work with the department chair to coordinate long-range administrative, personnel, and fiscal goals and set policy.
The Business Manager serves as the budget manager for operating budgets and ensures appropriate expenditures of funds allocated to the department's administration. Responsible for FSU Foundation, Research Foundation, E&G resources, and revenue-generating auxiliary accounts. Prepares budgets by researching historical data, reviewing financial reports, identifying academic and management needs, and anticipating funding and revenue fluctuations. This position reviews proposed interdepartmental accounting procedures and policies. Reviews budget control activities on all department accounts, including C&G. Reviews recommendations from all department fiscal staff and/or faculty regarding user rates and/or overhead charged for access to department research facilities, stockrooms, and vehicles. Analyze budget reports for long-range planning.
This position provides oversight for the Sponsored Projects Administration for the department; supervises grants staff as needed and assists with pre-award and post-award activities. Audits account reconciliations for compliance with federal funding agency guidelines. Audits grants activities and implement best practices. Advises faculty on rules and regulations regarding purchases and contractual services for all funding agencies and the University, and works with faculty to resolve financial conflicts. Compiles and analyzes financial data for intermediate or final reports, and conducts trend analyses on the use of funds.
The Business Manager works directly with the department chair and the College to develop the long-range goals of departments. Recommends policies concerning long-range planning and the implementation of strategic initiatives, ensuring that all policies and procedures are consistent with the mission of the assigned department. Responsible for preparing and communicating financial and other informational reports to the department chair. Reviews organizational structure of the department including administrative, teaching, research, and service facilities for effectiveness and efficiency.
The position is responsible for the business operations of the department including HR transactions, time and leave management, effort reporting, purchasing and travel. The Business Manager will approve financial transactions and personnel actions. Coordinates with the College of Arts & Sciences to update position descriptions and review department staff structure. The position supervises administrative and accounting staff as needed within the department, and is responsible for hiring and training staff in activities related to: general accounting, purchasing (including the use of University issued p-card), accounts payable and receivable, T-card and travel reimbursements, and revenue collection.
Works to ensure compliance with University policies and procedures, interpreting and communicating this information to appropriate faculty/staff. Develops procedures to ensure adherence to the policies of the University and the assigned department management, as well as to Generally Accepted Accounting Principles, regulations of the state, and contract terms. Required to stay apprised of changes in state and federal laws, rules, regulations and university policies and procedures. The Business Manager will assure a sound environment of internal accounting control and serve as primary liaison between the assigned department and other related university functional areas such as the Controller, Purchasing, Budget, Sponsored Research, Human Resources, and the College of Arts and Sciences.
A Bachelor's degree and two years' experience related to the duties of this position is required. (NOTE: a higher level of education may substitute for experience at the comparable rate.)
Experience using Microsoft Word, Excel and Outlook (or equivalent software).
Experience performing accurately in a detail-oriented environment.
Experience reviewing and reconciling financial data for accuracy, completion and compliance.
Management and policy development experience.
Experience training and supervising the work of others.
Experience using the concepts, principles, and practices of accounting, budgeting, and cost control procedures.
Experience with OMNI HR, OMNI Financials and BI.
Experience training and supervising the work of others desired.
Anticipated Salary Range
Anticipate hiring in the low $50,000s, based on qualifications, education, and experience.
This is an A&P (Administrative and Professional) position.
If not otherwise specified, schedule is M-F, 8-5.
