Position Title: Treasurer

 

POSITION OBJECTIVE

Under the general authority of and in partnership with the Chief Financial Officer (CFO), the Treasurer works with advisors and others to foster prudent management of operating funds, working capital and leverage to advance the University’s mission, achieve strategic goals and ensure financial health currently and over the long term. The Treasurer is responsible for ensuring the overall general liquidity requirements for the University. The objective of this position is to establish policy and provide senior level direction for a diverse group of finance, credit and investment management functions in order to achieve a competitive cost of capital and provide adequate liquidity through effective cash management and the use of short and long-term financing. The position is also responsible for the allocation and investment of Case’s operating funds. The Treasurer has responsibility for managing Case’s treasury operations and daily cash flow needs from both internal and external sources of capital.

ESSENTIAL FUNCTIONS

  1. Support the CFO regarding treasury/finance matters to include preparing meeting materials, agendas and participating in the affairs of the Finance Committee.
  2. Design and maintain an effective cash forecasting system and project long-term liquidity needs.
  3. Manage the receipt, disbursement, banking, protection and custody of funds, securities and financial instruments; ensure timely and accurate completion of ACHs, wires and other fund transfers; ensure adequate daily liquidity through effective duration management of operating funds and timely borrowing under bank credit facilities.
  4. Manage the selection, funding and termination of existing account relationships and the establishment of new investment advisor accounts for the operating funds.
  5. Design and maintain an effective Debt Policy to address issues related to debt issuance, fixed/variable rates, use of derivative products and financial risk management guidelines.
  6. Determine debt financial capacity and advise the CFO and Finance Committee of the appropriate amount and the use of bond and other financing to fund capital projects and programmatic needs.
  7. Develop strategy for debt issuance and management of debt portfolio; propose financing strategies that will optimize borrowing cost and capital structure consistent with the debt policy.
  8. Monitor the recording of debt transactions, debt service reserves and variable-rate interest programs; maintain regulatory registrations, reporting and compliance for tax-exempt bonds, investment and other debt-related instruments.
  9. Forecast funding of bond-financed projects and manage investment of escrowed bond proceeds.
  10. Support institutional needs with other sources of financing, as appropriate, including alternatives such as leasing and capital alternative menu.
  11. Manage relationships, negotiate agreements, obtain approvals and coordinate the issuance of debt with OHEFC, underwriters, financial advisors, bond counsel, bond insurers, swap providers and rating agencies.
  12. Maintain effective relationships and manage services provided by commercial banks, investment banks, financial advisors, bond trustees and credit providers.
  13. Provide financial information and strategic insight into the University planning process and support the execution of strategic initiatives.
  14. Work collaboratively with the Controller’s Office and Budget and Planning Office on transactions, accounting, interest income/expense, debt management and investments
  15. Oversee administrative matters for the Treasurer’s Office department.
  16. As an Officer of the University, execute contracts and agreements, as appropriate.

NONESSENTIAL FUNCTIONS

  1. Prepare and submit the administrative department expense budget and the forecast of operating fund interest and bank credit line interest expense.
  2. Make presentations to internal and external audiences on the scope and operations of Case’s Treasury activities.
  3. In the absence of the CFO, oversee matters as directed.
  4. Perform other duties as assigned.

University: Deans and Development Officers – as needed, General Counsel – as needed, Case’s Finance Committee – as needed, and other administrative and academic leaders – as needed.

External: Commercial Bankers – as needed/required, Investment Bankers – as needed/required, Rating Agencies – as needed/required, Financial Advisor – as needed/required, Investment Advisors – as needed/required, and External Auditors – as needed/required.

Students: Infrequent contact with students.

SUPERVISORY RESPONSIBILITY

Direct supervisory responsibility for Treasury staff.

QUALIFICATIONS

Experience: A minimum of 10-15 years of increasingly senior-level professional experience in an institutional environment and a record of achievement in higher education, corporate or banking environment or equivalent financial management experience. Functional experience should include finance, treasury and investments in both an operational and strategic sense. A minimum of five years of experience in managing staff, banking, rating agency and financial advisor relationships.

Education/Licensing: MBA in finance or equivalent is required and related certification preferred.

REQUIRED SKILLS

  1. Significant related professional experience is required, some of which should be in higher education.
  2. High level of personal and communication skills essential to represent the University in its financial and investment transactions.
  3. Proactive approach in identifying potential opportunities, funding sources and credit alternatives.
  4. Ability to establish investment objectives for operating funds in concert with the University’s future liquidity needs and manage the investment of those funds in accordance with objectives.
  5. Direct knowledge of capital markets and experience in formulating financing/capital structure strategies to achieve financial objectives; experience in the issuance and refinancing of taxable and tax-exempt debt, use of derivative products, leasing and the liability management of debt portfolios.
  6. Experience with cash management, forecasting, bank relations and negotiation of contracts and agreements.
  7. Experience in asset allocation, development of investment policy and with the evaluation and selection of investment advisors.
  8. Ability to monitor and interpret U.S. and international economics, capital markets, money flow and investment alternatives to optimize the University’s options in meeting credit and investment needs.
  9. Ability to manage multiple priorities and agendas working closely with constituent groups.
  10. Ability to communicate and navigate in complex organizations environments including excellent written and verbal communication skills.
  11. Proven ability to work autonomously and make decisions, yet function as a team player communicating effectively with affected parties.

WORKING CONDITIONS

General office conditions, 10-15% travel required.
