Job Title Assistant Director, Procurement Services

Job Description

The Assistant Director, Procurement Services reports to the Director of Procurement Services; assists in the planning, coordinating, and administering of procurement functions, including issuance and evaluation of bids and Request For Proposal (RFP), contracts, and spend analytics.

Required Qualifications

Bachelor's degree from an accredited institution in an appropriate area of specialization.

Four years of appropriate purchasing experience. Two (2) of the four (4) years of experience must have been at a supervisory level.

Experience with personal computers using Microsoft Office (Word, Excel, and Outlook).

Preferred Qualifications

Master's degree from an accredited institution in an appropriate area of specialization. Four (4) years of supervisory experience in higher education Procurement functions.

Experience with Banner Finance

Knowledge of University and State rules and reguat
Certified Purchasing Manager designation (C.P.M.).

Experience with RFP process and working with contracts.

Knowledge, Skills & Abilities

Ability to negotiate and analyze contracts.
Advanced analytical, evaluative, and objective critical thinking skill, with close attention to detail.

Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.

Knowledge of purchasing principles and practices.

Knowledge and understanding of contracting processes and related federal, state, and local regulations.

Skill in organizing resources and establishing priorities.

Ability to operate effectively in an interactive group environment.

Ability to communicate effectively, both orally and in written correspondence.

Ability to assume new responsibilities and carry them out in an efficient manner while meeting multiple deadlines.

Knowledge and ability to use Microsoft Office (Word, Excel, and Outlook).

Salary Range $65,000 - $70,000

Job Duties

Essential Job Duties

•Manages the daily operations of the procurement services department. Supervises the procurement staff, assigns work, and ensures that work is completed in a timely and efficient manner.

•Serves on the management team and assists the Director in the implementation of new programs and policies for effective management of the department.

•Assists and provides backup coverage for the Director, Procurement Services.

•Conducts the preparation of specifications for competitive bid solicitation.

•Responsible for the preparation of contractual agreements with vendors. Works collaboratively with the Director and the Office of General Counsel to ensure that procurement practices adhere to policies and contracts comply with Federal and State guidelines.

•Manages the process for purchase order requisitions and resolves any discrepancies.

•Consults and advises internal stakeholders and suppliers on university regulations, state statutes, policies, procedures, and financial accountability.

•Manages and facilitates the university contracting process including preparation, negotiations, execution, and administration of contracts.

•Maintains files and records for the department. Assists the Director in both routine and special projects, which may include statistical and financial analysis, research, and preparing comprehensive reports for presentation to administration and auditors.

Other Duties

•Participates in staff meetings and serves on committees.

•Performs other duties as assigned.
