Position Information  

This is a full-time management (MPP) position.  MPP employees serve at the pleasure of the campus President.  MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.  

Salary Range and Max Salary

Conditions of Employment  

Possession of a valid Driver's License is required.  Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Due to the nature of this position, the successful candidate is required to complete a background check prior to assuming this position.

The Division of University Advancement is charged with developing relationships with external constituencies that will lead to greater human and financial resources for the University. The areas of University Advancement include Communications/Public Affairs, Government & Community Relations, Alumni Relations, Ceremonies & Events, Development and Advancement Services.  

Major Duties  

Under the general direction of the Vice President, the Fiscal Officer/HR Liaison is responsible for all financial management and administrative functions for the Division of University Advancement. The primary responsibility is developing, monitoring, planning, and executing all fiscal and personnel-related matters of the division. Serves as a resource person on fiscal matters, assists in the formulation of fiscal policies and procedures, oversees resource and space allocations, and is the division liaison to the campus community on fiscal and personnel matters. Manages budgets, monitors expenditures, analyzes data, conducts audits, performs reconciliation, and maintains account control. Responsible for ensuring account balances, compliance with policies and procedures, explains government and CSU system regulations, and provides fiscal guidance, while maintaining appropriate records in PeopleSoft; compiles and verifies data for periodic financial and administrative reporting.  Also oversees the Human Resources Process for the Division. Serves as the resource person to the Managers in the Division on all position utilization and staff appointment procedures. Oversees preparation and processing of all documents for staff appointments. Assists with special projects as assigned.  

Qualifications  

Minimum Qualifications:
Required Education:  Bachelors or Master's Degree from a four-year college or university.

Preferred Education:  Bachelors Degree in Accounting, Finance, Business Administration, or Public Administration .

Required Experience:  Five to eight years of professional experience.

Preferred Experience:  A minimum of 5 years experience in financial and budgeting analysis and reporting. Financial and budgetary experience with the California State University system. Experience in higher education fiscal matters and budget preparation.

Thorough knowledge of accounting principles and methods utilized for fiscal and personnel management, budgetary preparation and internal control.   Understanding of office methods and procedures. Working knowledge of personnel practices and human resources management. Must have the ability to uphold confidentiality in the workplace including financial and Human Resource matters.

Ability to develop and monitor budgets, analyze and accurately work with large amounts of data, develop reports and ensure accuracy and timeliness of work product. Ability to manage fiscal controls and procedures. Ability to quickly obtain knowledge of development operations, procedures, policies and practices. Skill in Excel and ability to use the PeopleSoft HR and Financial databases. Ability to work in a diverse environment and multi-level organization. Strong interpersonal skills, as well as effective written and verbal communication skills.

Ability to analyze and find solutions to problems, work independently, communicate effectively, write clear and concise reports, and have knowledge of research techniques and statistical methods. The incumbent must have excellent diplomacy skills, and be comfortable with collaborative decision-making. Ability to establish and maintain effective working relationships.

Demonstrated ability to effectively adapt to the dynamics of organizational, procedural, and policy changes; ability to present recommendations or information to individuals and groups; skill in planning, organizing, coordinating, and performing work in situations where numerous demands are involved ability to work well with on campus as well as community constituents.

Specialized Materials: The position activities may require the use of the following equipment, machinery, tools,vehicles or office equipment:
Telephone, computer, various business software including Word, Excel, PowerPoint, and other PC software programs and the Universitys mainframe programs.  

Responsibilities  

45% - Provide leadership and direction within the Division regarding fiscal activities.

-Develop, implement, and monitor fiscal management of the Division including; financial planning, budget preparation and facilitation, expenditure reconciliation, analyze and identify solutions and makes recommendations to the Vice President of University Advancement.

-Under the direction of the Vice President, may authorize financial and business transactions and budget analysis monitoring and control.   Consults with all department senior management in assessing and developing recommendations for the impact of substantive changes in policies, programs, budgets and personnel.  Closely with the Vice President on all Division fiscal matters and supports the Division on the University Budget Committee (UBC) as a non-voting member.

-Acts as resource person for reviewing programs and expenditures, evaluating and adjusting procedures in order to achieve the goals and objectives of the Division.  Engages in fiscal planning with the Vice President and Managers in the Division.  Liaison representative for University Advancement regarding fiscal duties, planning, policies, procedures, and various other duties with the Division of Administration and Finance. 

Reviews and makes recommendations with regards to various contracts between auxiliary organizations and the University.  Reviews and negotiates funds and facilities both within and outside the division.
May have signature authority on all accounts within University Advancement.  In the absence of the Vice President has the authority to sign all personnel documents with the exception of the hiring and termination of MPP employees.

40% - Manages the Human Resources Process; ensures compliance with employment policies and procedures.

-Assists in the formulation of personnel policies and procedures including but not limited to; serving as the resource person and advisor on all personnel matters to the Vice President and Division Managers for position utilization, staff appointments, exercising knowledge of staff collective bargaining contracts.

-Supports the Division with the completion of the annual Employee Performance Appraisal process. Composes, reviews, and makes recommendations for the revision of staff position descriptions as needed and verifies compliance with Classification Standards and various bargaining unit contracts.

-Prepares appropriate documentation for recruitments, reassignments, equity issues. Prepares and processes all documents for staff appointments, payroll documentation for the Division, processes and consults on position conversions, reclassifications. Serves as primary timekeeper for the Division, maintains records, verifies and processes time-sheets, identifies and resolves payroll problems, initiates appropriate transactions on a timely basis. Ensures appropriate space and resources are allocated as required. In coordination with HR, may assist with on-boarding new employees to the Division.

10% - In coordination with senior management, identify training opportunities for Division staff relating to fiscal accountability to meet Division goals and objectives. Responsible for the planning and executing of the annual UA Cabinet and UA Division Retreats.

5% - Performs other duties and assignments as assigned by the supervisor.
