The Director of Planning, Design, and Construction for Infrastructure Planning & Facilities will provide leadership and strategic vision to approximately 110 support and professional staff (which includes temporaries, on-calls and students). This position is responsible for oversight of approximately $150 million in capital project expenditures. This position is responsible for shaping the department to reinforce collaboration,accountability, and responsibility. Planning, Designand Construction
Planning, Design and Construction provides planning, design,construction inspection and management services for campus infrastructure and facilities. The department is responsible for utility distribution planning,estimating, contract documents and procurement of professional services for all major capital projects. Regular updates to the MSU Board of Trustees is expected through quarterly reports and potential presentations to BOT members and other MSU leadership. The department includes an interior design team that serves teaching and learning spaces, athletic spaces, offices and public areas on campus. In addition, the staff designs and manages landscaping, roads and sidewalks and is responsible for the long-term physical development of MSU's campus. It develops, manages and implements the future landscape and land use laid out in the Campus Master Plan, and supports MSU's Energy Transition Planby working with decision-makers to focus on energy policies, monitoring andverifying energy consumption and performance on campus and identifying energy-use patterns that lead the campus community to solutions.
This department oversees the campus Infrastructure Planning Work Group (CIPWG), a broadly-based committee which is chaired by a faculty member. The CIPWG committee provides recommendations to the Executive Vice President for Administrative Services, the Provost and Executive Vice President for Academic Affairs and the Vice President for Strategic Infrastructure Planning and Facilities regarding the compliance of campus-wide andproject-specific planning and design efforts with the Campus Master Plan.
The department serves various stakeholders on campus including Athletics, Residential and Hospitality Services, a variety of academic units and Colleges in partnership with Facilities Planning and Space Management, as well as the core infrastructure needs for campus.
The department is also responsible for the following:
- Operation of the W.J. Beal Botanical Garden and curation of the Campus Arboretum;
- Performance Management;
- Participate of the Public Art on Campus Committee; and
- Enhancing the campus landscape through the Campus Beautification Initiative.
Staff are responsible to respond to emergency events on campus, including floods, power outages, fires, or other significant emergency events.
Facilities Information Services maintains information about the physical infrastructure of MSU. Functional areas include building operational drawings, mapping, document management, coordination of utility staking through Building Services, and infrastructure data. PDC/FIS inpartnership with MSU IT, provides services both internally to the universityand to the general public.
The W. J. Beal Botanical Garden is an outdoor laboratory forthe study and appreciation of plants. It is one of the principal centers ofplant interest within the arboretum-like campus of Michigan State University. Morethan 2000 different taxa can be found within W. J. Beal Botanical Garden. This garden, established in1873 by Professor William James Beal, is the oldestcontinuously operated university botanical garden of its kind in the United States.

Bachelors -Engineering or Masters in ArchitectureMinimum Requirements

Proven track record of excellent project management and strategic planning skills and effectively managing multiple projects with various deadlines and budgets.
Experience with positively and productively leading change with previous organizations/facilities.

Outstanding communicator, both written and verbal; especially as it relates to communicating efficiently and effectively with customers, stakeholders and staff.
Experience in construction, maintenance and/or operations of buildings
Design/Construction experience with complex buildings & infrastructures
Established network connections within field of expertise
Creative thinker who can also attentively and actively listen and skillfully communicate, knowledgably, with the appropriate level of business acumen to all levels within the university to faculty, administration and staff.
Excellent leadership, interpersonal and conflict resolution skills while promoting teamwork.

EDUCATION & WORK EXPERIENCE
A Bachelor's degree in engineering (Mechanical, Electrical, or Civil) or masters in Architecture or Landscape Architecture, or equivalent;
A Professional Engineer (PE) license or a Licensed Architect certification.
A minimum of eight years of progressively challenging management and administration experience and a proven track record of success working with a diverse staff.
Experience implementing strategic frameworks, mission, vision, values and action plans.
Experience leading within a complex, interdisciplinary, union environment that deploys business intelligence tools for reporting, queries, and analysis.
Experience in a large, complex organization or facilities is desired; Experience in contract interpretation, negotiation, grievance process and managing a unionized work force;Required Application Materials
