POSITION SUMMARY The Information Technology (IT) Division of Joliet Junior College is responsible for the life cycle planning of Enterprise Resource Planning (ERP) and business applications through the phases of strategize, architect, select, deploy, operate, evolve, and retire. The Director, Enterprise Applications leads and manages the application and web teams that have specific responsibility for building or configuring, maintaining or enhancing, and eventually decommissioning applications through their life cycle. This position reports directly to Executive Director, Information Technology and has a full-time staff of 9 reporting to it which includes the application and web development teams and support staff. Dimensions * Budget: $1.5M+ for applications, tools, services and staffing (permanent and temporary). * Staff: 9 permanent, contract as required, interns and student workers as available, together with supervisory responsibility for third-party resources supporting application activity. * Applications: Ellucian Colleague ERP for student, finance, and human resources and approximately 50 associated and integrated business applications supporting 1600 employees and approximately 40,000 students annually. Ellucian Colleague runs on IBM AIX platform with Unidata database. Reporting and analytics run on Microsoft SQL and Business Objects. The associated and integrated applications are a mix of client/server and SaaS with SaaS being the more preferred operating model and strategy where it is justified from a cost, quality, performance, and information security perspective. The college's web site currently runs on top of Microsoft Sharepoint but will be migrated to Acquia in the cloud on Drupal. ESSENTIAL JOB DUTIES AND KEY RESPONSIBILITIES 1. Provide leadership, vision and direction to the applications and web team to ensure it will contribute to the college achieving its goals. 2. Work with Executive Director IT and the IT management team to develop overall IT strategy in the context of the college's overall strategy. 3. Develop productive relationships with business leaders across the organization to influence how applications can enable new sources of value. 4. Define and enhance methodologies and practices for the application life cycle management in line with best practice and practical experience of continuous improvement. 5. Provide support and facilitate innovative and experimental application work to test new ideas with bounded cost and time frames. 6. Ensure that applications processes (including those of external service providers) are conducted in line with corporate social responsibility, environmental and technical policies and applicable standards and shared governance. 7. Lead and manage application and web group staff, developing their skills and capabilities to meet the needs of the organization, as well as building on existing recruiting capabilities to address new needs and skills gaps. 8. Implement and manage application life cycle management status reporting, metrics and benchmarks. 9. Manage relationships with major vendors and service providers to ensure they cost-effectively meet the needs of the college. 10. Work with stakeholders and in line with the college's shared governance structure to define a prioritized set of business outcomes and application work to accomplish those outcomes within the limitations of the budget. 11. Overseeing support activities in conjunction with infrastructure and operations to ensure the applications perform well in production. 12. Collaborates with other IT management staff regarding enterprise architecture, capacity, planning, security (risk and mitigation), and usage. 13. Conduct regular surveys of stakeholder satisfaction with applications, publish the results and, where necessary, implement action plans to improve satisfaction. 14. Perform related duties as assigned. MINIMUM QUALIFICATIONS 1. Master's degree in computer science, engineering, finance, business management or a related field. 2. Ten (10) years of managing ERP systems, staff, and mission critical business applications. 3. Strong communication skills with a proven ability to understand key concepts and communicate effectively with technical staff, business stakeholders and senior management. 4. Proven ability to communicate technical concepts to nontechnical people to enhance understanding and drive decisions that lead to positive outcomes. 5. Proven ability to collaborate, build relationships and influence individuals at all levels in a matrix-management environment (as well as external vendors and service providers) to ensure that segregation and overlapping roles are identified and coordinated. 6. Strong organizational skills, the ability to perform under pressure and management of multiple priorities with competing demands for resources. 7. Strong analytical, data-processing and problem-solving skills. 8. Proficiency in process formulation and improvement. 9. Seven (7) years of experience in Software design/development, mobile applications, application architecture, project management, software as a service (SaaS), software integration, automated software testing, data management/governance, business intelligence, and business process analysis. PREFERRED QUALIFICATIONS 1. Higher Education industry experience. 2. Experience with Ellucian Colleague ERP system and solutions, Unidata database and Uniquery. 3. Working knowledge of UNIX/Windows systems and databases like Unidata and SQL. 4. Experience with Microsoft software products, web-based applications and reporting tools, namely Business Objects 5. Experience transitioning an organization from traditional practices to agile development methodologies. 6. Experience with web development platforms, tools, and web content management systems. Duties are performed indoors in the usual office environment. 2. Required use of computer equipment needed to accomplish system administration and related activities.
