Job Description Summary

Provides daily oversight and management of the operational aspects of the College Payroll function including processing of employee payroll and data integrity of employee records. Ensures compliance with federal, state, and local wage payment regulations and tax laws.

Job Responsibilities


Oversees and leads the processing of all employee payroll functions including management of payroll reports and transactions into associated finance systems

Supervises and manages the performance of assigned staff

Assists Executive Director with the preparation, maintenance and monitoring of the departmental budget

Manages the preparation of required reports for the public employee retirement systems

Oversees monthly reconciliation of the payroll accounts and tax reimbursements

Leads all related year-end processing including pay data, the generation of W2's, federal, state and local tax filings, etc.

Ensures the timely and accurate input and review of employee data in the Banner System

Provides support and assistance to employees inquiring about payroll and/or timesheet policies and practices

Collaborates with other departments to research and resolve employee requests or problems

Works with Information Technology Services to upgrade the Banner System and resolve system issues

Maintains security and confidentiality of employee records and systems

Maintains awareness of current practices in payroll processing, informs management about changes in payroll and tax laws and regulations, and implements as appropriate

Works on special projects as needed

Performs other duties as assigned

Required Qualifications


Bachelor's degree in a related field
o Significant related experience may substitute for education

Minimum of six years of demonstrated experience in payroll processing and reconciliation

Demonstrated experience supervising, planning, assigning, scheduling and ensuring the quality of the work of others

Demonstrated experience effectively making decisions that have major implications on the strategy, management and operations within a department

Demonstrated experience requiring diverse problem solving methods in a variety of situations


Possess comprehensive knowledge of payroll and retirement regulatory theories, concepts and practices with the ability to apply in complex, difficult and/or unprecedented situations as it pertains to the departmental focus

Possess strong organizational and time-management skills

Possess excellent written, verbal and interpersonal communication skills

Ability to foster a team environment and work collaboratively

Ability to research and analyze issues and develop solutions

Ability to manage multiple projects simultaneously in a deadline-driven environment

Ability to work accurately with great attention to detail

Possess excellent customer service skills and proven ability to develop and sustain productive customer relationships

Ability to effectively complete work assignments independently

Demonstrated intermediate project management skills

Demonstrated intermediate proficiency with Microsoft Outlook, Word, Excel, and PowerPoint (or equivalent programs)

Ability to confidentially and discreetly handle subject matters requiring privacy and sensitivity

Ability to collaborate, persuade and gain cooperation and acceptance of ideas on significant projects

Ability to collaborate, negotiate and resolve conflicts on major projects

Ability to facilitate top-level collaboration while managing sensitive issues

Preferred Qualifications


Bachelor's degree in Business, Finance, Accounting or Human Resources

CPP (Certified Payroll Professional) certification

Demonstrated experience with Banner Payroll/HRIS System

Demonstrated experience implementing and maintaining payroll/HRIS systems in a unionized environment and/or public sector environment

Demonstrated experience with budget preparation, maintenance and monitoring

Work Schedule

Standard college hours: Monday - Friday 8:30 a.m. - 5 p.m.
