SUMMARY: The Yocha Dehe Wintun Nation (Yocha Dehe) is an Indian tribal government recognized by the United States. As a federally-recognized tribe, Yocha Dehe possesses the inherent authority to govern its own lands and people, and manage its own affairs, for the overall health and welfare of the Tribe and its citizens. In its various endeavors, Yocha Dehe engages, and possesses government-to-government relationships, with the United States, the State of California, and other local governments and agencies.

Project Management is the discipline of planning, organizing, and managing resources to bring about the successful completion of specific project goals and objectives for both residential and commercial construction projects. The Project Manager manages the design and implementation of complex construction projects both small and large projects on Tribal Properties. This position reports directly to the Director of Facilities and Infrastructure and will manage various projects at both the Cache Creek Casino Resort and Yocha Dehe Wintun Nation Community.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Able to work with key project stakeholders to evaluate options and organizes work scopes to meet overall project needs and schedule
  • Assists with procuring contractors and overseeing direct work as needed
  • Assists with writing scopes of work for contractors and vendors in commercial and residential construction
  • Coordinates the design of mechanical, electrical and other construction projects with engineers, architects, and other infrastructure systems experts
  • Ensures safe construction practices and techniques, and proper construction permitting and inspection processes are followed
  • Assists with preliminary estimates of projects to evaluate their viability
  • Issues projects for bidding by outside consultants, evaluates pricing and provides recommendations
  • Responsible for baseline schedule, monitoring the progress of construction activities and initiating corrective action if necessary
  • Assists with preparation of project budgets
  • Actively monitors project costs and implements cost control and cost forecasting of projects
  • Oversees/conducts project coordination meetings and represent the owner's interest as appropriate
  • Communicates the project status periodically to the Director of F&I for presentation to the F&I Committee and Tribal Council as requested
  • May be required to present directly to the F&I Committee and or Tribal Council on projects as directed by the Director of F&I
  • Manages consultant contracts, change orders and invoicing along with other staff
  • Manages project close-out activities and archival of record documents
  • Follows Policies and Procedures as published by the F&I Committee and Tribal Council
  • Performs other duties as requested or determined by the Director of F&I, or their appointed designee.

REQUIRED KNOWLEDGE AND EXPERIENCE

Qualifications

Education and Experience

A minimum of seven years related experience and/or training; Bachelor's degree (B.A.), certifications or equivalent combination of experience, certification and or education, PMI Certification preferred.

Communication and Comprehension Skills

Ability to read, analyzes, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills

Must be computer literate and able to use multiple functions within Microsoft Office's word processing, spreadsheets, and database applications. Share Point, Adobe PDF full version and MS Projects are preferred.

Certificates, Licenses, Registrations

Individuals must be able to successful pass the Tribal Gaming Agency (TGA) Background Check.
