Description:

The Director of Purchasing ensures all activities related to the procurement of goods and services are performed in strict accord with all Federal, State, Board of Regents, and GGC policies, rules, regulations and sound business practices. The position plans and directs the work of the Purchasing Department employees in an effort to meet the College's goals and initiatives.

ESSENTIAL FUNCTIONS

  • Serves as the focal point of contact for all purchasing-related activities, including providing advice and recommendations on contract development, purchasing policies, procedures and administrative issues
  • Ensures all purchasing-related activities are consistent with the Board of Regents, College, State and/or Federal law, rules, regulations, and sound business practices
  • Assists in the development and implementation of short and long term plans and procedures to enhance the level of service provided to customers
  • Serves as the departmental representative and issuing officer in coordinating bids, awards of contracts, and open market purchases processed on behalf of the College
  • Maintains supervisory responsibility for the Purchasing department. Ensures departmental personnel are continually providing the best available service to customers. Ensures departmental adherence to the Business & Finance Division and College's mission, vision, goals and objectives. Ensures workloads are evenly distributed to staff. Ensures projects are processed in a timely manner. Provides guidance and clarification to staff when required. Recommends training, professional growth and development opportunities to staff
  • Conducts vendor interviews and inspections for development of alternate sources of supply. Conducts prebid, bid openings, pre-award and post-award conferences
  • Reviews and revises current operating policies and procedures to ensure they are continuously updated to comply with revisions mandated by the State of Georgia or other regulatory agencies
  • Manages asset management and surplus property
  • Files insurance claims on behalf of the College

Minimum and Preferred Qualifications:

QUALIFICATIONS

REQUIRED:

  • Bachelor's degree
  • Demonstrated work experience in supervising and directing the work of others
  • Demonstrated proficiency with the purchasing module of Oracle (PeopleSoft), Microsoft Office Suite, and database programs
  • Demonstrated knowledge of federal, state and local compliance rules and regulations
  • Demonstrated knowledge of accounting principles

PREFERRED

  • Advanced degree in finance or accounting
  • Certified Public Procurement Officer (CPPO)
  • Certified Professional Public Buyer (CPPB) by the Universal Public Procurement Certification Council
  • Demonstrated knowledge of Board of Regents' and Department of Administrative Services (DOAS) policies and procedures
