We are currently seeking a Director Financial Aid Operations who will advance the institution's proud tradition of excellence in academics, student life and community service.

Your mission: We'll look to you for the leadership and management of all compliance activity and personnel training for the HCC System Financial Aid Department.

Your work: Highlights

In this role, you'll monitor the administration of all federal, state and institutional financial aid programs, including the review of these programs through federal, state and institutional audits. When financial aid, cash management and/or credit and collections policies and procedures are updated, you'll relay this information to involved personnel through campus visits, teleconferences, webinars, training workshops and interdepartmental meetings. You'll hire, train, supervise and evaluate both full-time financial aid coordinators and part-time staff, and direct the daily functions of fund management and reconciliation. You'll oversee functions related to regulatory compliance of Title IV federal and state financial aid programs by conducting audits and file reviews ; implementing policies and procedures; and preparing and coordinating Financial Aid Processing‘s response to any internal/ external audit related to the management of Title IV program. You'll also lead the preparation of reports for the U.S. Department of Education, the Texas Department of Education and the Texas Higher Education Coordinating Board as required.

Assess, manage and administer all existing controls and practices; identify improvement areas in relation to Title IV, and federal, state and local regulations and standards; and ensure all financial aid centers maintain an acceptable level of uniformity, consistency and quality in addition to adhering to all applicable regulatory requirements regarding financial aid. Develop the strategic plan for financial aid programming system-wide, evaluates progress, and initiates improvements. Develop and implement procedures system-wide. Serve as the Chief Financial Aid expert and oversees compliance for the District. Serve as the liaison for state and federal agencies and responsible for all reporting involving student financial aid programs. Possess expert knowledge of best practices and industry standards in a community college setting. Possess proven experience working with a diverse student body composed of both traditional and non-traditional urban populations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Serve as the Chief Financial Aid Officer for HCCS with the Department of Education, Texas Higher Education Coordinating Board and other agencies. Develop, maintain and distribute annual Student Expense Budgets used for packaging student aid and the annual packaging rules on program funds administered by HCCS.

Communicate with the Department of Education and the Texas Higher Education Coordinating Board, as needed, to resolve issues referencing rules and regulations.

Oversee all activities associated with the administration of all HCCS' student financial aid programs across the district.

Conduct and chair monthly financial aid district council meetings.

Oversee the development and implementation of district-wide training for staff, ensuring compliance and consistency in the application of rules and regulations. Hires, trains and evaluates staff.

Lead the college in the development of the District's Financial Aid Strategic Plan, involving college constituents.

Coordinate the institution's response to any audit related to Financial Aid Operations ensuring adequate and timely corrective action.

Assess programs, processes, and procedures to ensure compliance and quality student services.

Coordinate, maintain and submit all required reports to the Department of Education and the Texas Higher Education Coordinating Board as required by law.

Coordinate and conduct internal program reviews to ascertain compliance with federal, state and institutional policies and procedures.

Monitor the development and implementation of the student loan default initiatives, the development and production of consumer information and standard forms to be used by the colleges.

Work closely with the business office on the development of institutional policies and procedures to ensure proper fiscal management of financial aid funds.

Work closely with Information Technology to ensure optimal use of automation within the student system and serve as a resource for system updates; responsible for the district-wide financial aid procedures manual.

Meet with and serve as a resource to the VC of Student Services regarding issues on financial aid, quality control functions, the development and maintenance of operational policies and procedures; ensure close coordination and communication regarding marketing, public information.

Communicate with and prepare reports for the Board, Vice Chancellors, Presidents and Chancellor and others as appropriate on the status of financial aid programming and updates. Serve and participate in the Student Services Deans' Council.

Ensure that financial aid information ad updates are widely disseminated across campuses. Serve as the financial liaison to student government entities.

Oversees all activities associated with Houston Community College's Financial Literacy Program managed by a team of Financial Coaches.

Work closely with college and district administration units to provide updates, recommendations, and expertise related to financial aid.

Work collaboratively with college Financial Aid Regional Managers to maintain consistency of quality services to students.

Provide regulatory oversight to college financial aid officers.


To perform this job successfully, an individual must be able to perform the essential duties and responsibilities listed above. The qualifications listed below are representative of the education, experience, knowledge, skills, and/or abilities required.


Bachelor's degree required. Master's degree is preferred.


Ten (10) years financial aid and at least six (6) years managerial experience in student financial aid is required with a Bachelor's degree

Seven (7) years financial aid experience and at least (3) years managerial experience in student financial aid is required with a Master's degree.


Experience working with security sensitive information and confidential records

Working knowledge of federal and state financial aid programs

knowledge of financial aid and business practices and procedures, and regulations as they relate to higher education

Demonstrated ability to provide dynamic and proactive education educational leadership

in the areas of the student support services

Comprehensive knowledge of all aspects of the financial aid delivery system

Ability to analyze and evaluate complex information

Ability to work independently while handling multiple tasks and meeting deadlines

Excellent interpersonal, oral and written skills

Must be proficient in Microsoft Office (with strong skills in Access, Excel and PowerPoint) and student systems (preferably Oracle/PeopleSoft Campus Solution, Financial Aid module), and be willing to adapt to technological innovations in student information systems in line with current trends
