The Project Engineer is responsible for ensuring successful planning, budgeting, design, construction, and management of projects for facilities, physical plant, and grounds. This position is also responsible for balancing financial and technical constraints with aesthetic, stewardship, and functionality ensuring effective utilization of resources.

The Engineer is responsible for all aspects of project management from initial planning to close out on projects ranging in scope from small routine maintenance to large scale capital projects.

In addition, the Engineer is responsible for providing technical support to our Facilities group as required, perform root cause failure analysis, provide support for control and automation systems, and conduct efficiency and sustainability projects.

• Project Management Duties
o Conduct initial project investigation and feasibility studies.
o Collaborate with donor and/or project stack holders to define project scope.
o Develop project description, objectives, and establish budgets.
o Confer with management on project approach and decisions as appropriate.
o Schedule projects
o Determine project specifications by studying product design, customer requirements, and performance standards, complete technical studies, and preparing cost estimates
o Develop, submit, and manage RFQ's and select Engineers, Architects and Contractors
o Develop and acquire project approvals
o Develop or review bid specs and manage bid process
o Define project integration requirements and establish building management system (BMS) requirements
o Select and coordinate furniture with design
o Review project with IT and integrate as required
o Identify and abatement hazardous materials as required
o Develop or review and approve bid documents, drawings, and specifications
o Conduct bid meetings
o Review and responded to bid questions as required
o Manage and update project estimates and schedules
o Perform Value Engineering
o Negotiate, develop, and sign contracts
o Develop or review and approve construction drawings
o Obtain permits as required
o Communicate and provide notifications as required. Communications shall include: periodic reports on budget details, change orders, cash flow projections, status against base budgets and plans, etc.
o Provide construction support, review and approve submittals.
o Integrate technology
o Manage and control project, track and manage progress, manage budget, schedules, manage contingency, review and sign change orders, process applications and invoices.
o Monitor project progress, coordinate activities and resolve problems.
o Collect, analyze, and summarize information and trends. Recommend actions as required.
o Maintain a safe and clean working environment by enforcing procedures, rules, and regulations.
o Maintain project files electronically.
o Comply with departmental, University, Local, State, and Federal policies, rules, regulations, and laws.
o Perform inspections and mange punch lists
o Perform project close outs
• Additional Duties
o Represent the University at planning board meetings, etc. as required.
o Coordinate planning and construction activities with Space Planning.
o Recommend and implants cost saving strategies.
o Lead and participate in continuous and quality improvement and cost saving activities.
o Identify reoccurring issues and conducts root-cause failure analysis and implement change to prevent reoccurrence.
o Support safety initiatives and adheres to required safety policies and practices.
o Prepare bid specs, acquire and evaluate multiple bids to ensure Husson is receiving the best value for products, materials, and services procured.
o Assist in planning, budgeting, scheduling, and the design of O&M projects.
o Acts as facilities liaison with contractors during projects and maintenance activities as required.
o Integrates technological advances into the University's roadmap, establishes plans and implement them, thereby, improving our overall quality of service, efficiency, cost, and customer satisfaction.
o Provide technical support for controls and automation systems.
o Performs other related duties as assigned.

• Education: Bachelor's degree in Engineering required.
• Experience:
o A minimum of 3 years of facilities or project management experience.
o Proven ability in managing consultants and contractors.
• Special Skills:
o Proficient in Microsoft Office.
o Proficient with MS Project Management Software.
o Excellent written and verbal communications skills.
o Must be detailed oriented with the ability to multi-task.
o Proficiency in AutoCAD and/or Revit preferred
o Ability to work as a member of a team
o Ability to source continually competitive bidding and negotiate effectively.
o Demonstrates excellent analytical, decision-making, and project management skills.
o Ability to manage and direct financial analysis around scope of work.
o Strong leadership, interpersonal, hospitality, and customer service skills.
