The University of South Carolina is seeking an experienced leader to serve as University Bursar.

The University of South Carolina is the 25th oldest institution of higher education in the nation and is the flagship for higher education in the State of South Carolina. Founded in 1801, the University is the largest teaching and research institution of higher education in the State, with eight campuses enrolling more than 50,000 students. The University is expanding academically and physically to meet the challenges of the times and to better perform its function of service to the citizens of the State and nation. The total annual operating budget of the University is more than $1.5 Billion and an estimated economic impact of $5.5 Billion.

The University Bursar reports directly to the Vice President for Finance and Chief Financial Officer. The University Bursar implements and administers financial policies and procedures for the assessment, collection, disbursement, deposit and monitoring of tuition and fees for the University of South Carolina system. In addition, the University Bursar is charged with ensuring that all tuition and fees are properly accounted for and are collected, receipted and dispensed according to policies established by the Board of Trustees. The University Bursar has oversight and reporting of University receivables.  The University Bursar’s Office serves all campuses in the USC System and must operate in an efficient and cost effective manner. The University Bursar is responsible for providing excellent customer service to students, parents, faculty and staff in matters regarding cash payments and collections.

The University Bursar will:

  • Collect and account for gross student tuition and fees in excess of $700M.
  • Receipt and disburse more than $400M in financial aid. Authorize tuition and fee refunds in excess of $164M. 
  • Perform customer service to students, parents, staff members and visitors to resolve problems and complaints concerning student accounts.
  • Maintain accountability and responsibility for all cash and receivable accounting functions.
  • Coordinate fee payment with system campuses.
  • Ensure that transactions are made in accordance with Generally Accepted Accounting Principles and that proper accounting controls are in place and are functioning as designed.
  • Ensure that audit exceptions, if any, are corrected in a timely manner. Supervise and coordinate the day-to-day operations of the Bursar’s Office.
  • Coordinate with various internal and external University service suppliers to ensure a positive customer experience and services outages and technical issues.

The position requires a minimum of a bachelor’s degree with 10 years of related financial experience in a University setting as well as excellent interpersonal and technical skills including word processing, spreadsheets and databases. A master’s degree and previous work experience in a Bursar’s operation is preferred.
