Excelsior College, a regionally accredited, virtual, private, nonprofit institution of higher learningis seeking dynamic applicants for the position ofTest Development Product Manager in the Center for Educational Measurement.


The test development product manager (TDPM) reports to the executive director of test development services and is responsible for guiding assigned projects through the entire test development cycle from specifications planning through standard-setting, publication, analysis, and ongoing product maintenance. The TDPM must have a broad understanding of assessment validity and best practices to ensure that assessments are of high quality. The TDPM manages multiple examination projects simultaneously, maintains current knowledge of developments in the field of assessment, learns and masters existing and new technologies associated with item authoring, banking, form building, and workflow, and works to continuously improve processes and procedures to increase the quality of our products and efficiency of production.

This is a full-time position based at 7 Columbia Circle, Albany NY.


  • Develop and maintain a project charter, project schedule, communications plan, status updates, and any other documents needed to manage exam development projects, and ensure project stays on task and on time
  • Maintain documentation required for exam development procedures
  • Recruit qualified subject matter experts (SMEs) to serve in various roles, specifically exam committee members, item writers, and standard-setting panels
  • Train SMEs in their roles and in item-writing and assessment best practices
  • Distribute clear assignments to item writers and manage submission acceptance
  • Evaluate and revise exam items to be consistent with test specifications and sound psychometric principles
  • Interpret psychometric data to identify items that function well and diagnose specific problems
  • Collaborate with the psychometric and editorial divisions of test development services to build exam forms according to test specifications
  • Manage quality control of items and forms: ensure that all development and quality control steps have been properly conducted and documented

  • A master's degreeor higher is required, preferably including coursework in educational measurement or psychometrics
  • At least 2years of experience in project management OR test development program management is required
  • Excellent written and oral communication skills required, including skill in presenting to and communicating with nontechnical audiences
  • High degree of accuracy and attention to detail required
  • Leadership experience in cross-functional organization strongly preferred
  • Experience with data management and understanding of relational data structures strongly preferred
  • Experience using Microsoft® Excel to analyze data strongly preferred.
  • Knowledge of the concepts of validity in testing strongly preferred
