Job Summary/Description

Plans, organizes, and directs Risk Management, Environmental Health and Safety, Emergency Management, and related programs and activities in accordance with Federal, State, and University laws, regulations, rules, and procedures.

Typical Duties/Job Duties

1. Provides consultation for the campus community on matters regarding risk management: conducts risk assessments, develops risk mitigation and treatment strategies; reviews policies and procedures, contract insurance provisions, waivers, releases, and facility use agreements.
2. Monitors university compliance with local, state, and federal regulatory agencies and ensures timely and accurate reporting in such areas as environmental health and safety, occupational safety, and fire and life safety.
3. Directs the university's emergency management program; develops and implements related plans/procedures, manages the emergency operations center, coordinates business continuity plans, conducts and documents exercises and drills, and liaises with city, county, and state agencies.
4. Directs the university's environmental programs to include hazardous waste, recycling, and stormwater management programs.
5. Administers the university's insurance program and researches, gathers, and analyzes data related to risk mitigation and loss prevention.
6. Provides training, information, and consultation to the campus community regarding risk management, emergency management, environmental health and safety, occupational safety, and fire and life safety.
7. Serves on university and community committees/advisory groups.
8. Performs other job related duties as assigned.

Knowledge, Skills and Abilities

Knowledge of risk management and insurance program management concepts and practices.
Knowledge of environmental health and occupational safety concepts, principles, and practices.
Knowledge of emergency management and business continuity concepts, principles, and practices.
Ability to obtain knowledge of state, federal, and institutional regulations and policies governing emergency management and business continuity.
Ability to obtain knowledge of state, federal, and institutional regulations and policies governing occupational health and fire and life safety.
Ability to obtain knowledge of state, federal, and institutional regulations and policies governing recycling, hazardous waste management, and environmental safety.
Skilled in conducting risk assessments; identifying and prioritizing risks, documenting and tracking mitigation strategies and treatment activities, and analyzing outcomes.
Skilled in directing program activities and developing related policies and procedures.
Skilled in conducting and documenting emergency exercises and drills.
Skilled in leading meetings/seminars and presenting information.
Skilled communicator, both written and verbal.
Ability to plan, organize, direct, and evaluate multiple programs and functions.
Ability to interpret and correctly apply rules, regulations, and policies
Ability to research issues, determine appropriate solutions, and make recommendations.

Minimum Qualifications

Bachelor's degree in risk management, emergency management, environmental science, industrial hygiene, engineering or other directly related field is required. Five years of professional level experience with risk management, environmental health and safety, or emergency management; or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the position. Must have or be able to obtain a valid Texas driver's license and have a driving record acceptable to the University's insurance Company.
