Examples of Duties/Essential Functions
Duties/essential functions may include, but not be limited to, the following: Supervises and coordinates the daily operations of the College Business Office functions, including payroll, human resources, accounting, facilities and other assigned functions. Monitors and maintains categorical and operating budgets, including the preparation of reports and providing financial analysis of all categorical programs; provides support to departments in the management of operating budgets. Develops budgets for new and existing grants based on goals and objectives, including the preparation of cost analysis for projects and sets up budgets accordingly. Assists in year-end closing by preparing adjusting entries for college operating and categorical budgets; provides year-end fiscal reports for categorical funds. Supports Business Director by providing information and consultation on issues, designing forms, charts, or spreadsheets as requested. Monitors expenditure reports and financial statements; identifies variances and provides reports on historical trends or discrepancies. May assist the College Foundation in bookkeeping functions, account reconciliations, and preparation of financial reports. Assists in selecting new staff, trains, evaluates and provides work direction to assigned staff; develops work schedules, prepares and conducts performance evaluations; recommends and documents corrective action as required. Approves invoices for payment, and checks all submitted vouchers, personnel requisitions, journal entries and budget transfers for accuracy. Performs related duties as assigned.
Education/Training: Equivalent to a Bachelor's degree from an accredited college with major course work in accounting, business administration, or related field. Experience: Experience performing professional and responsible accounting duties including one year of lead or supervisory experience.
Minimum Qualification-Knowledge Of
Principles, practices and procedures of budgeting and accounting; non-profit organizational fiscal regulations; federal, state and local laws, ordinances, codes, and regulations affecting the accounting and financial systems of the District; research, statistical and forecasting methods used in accounting analysis and management; manual and computerized fund accounting systems; principles of supervision.
Minimum Qualification-Ability To
Multitask and resolve issues with little or no supervision, develop and coordinate processes; hire, train, and supervise; schedule and evaluate staff; interpret and apply District and College policies; establish and maintain effective working relationships with those contacted in the course of performing duties; communicate effectively, both orally and in writing.
• Broad experience in public sector accounting, budgeting, and purchasing activities, with a detailed understanding of general ledgers, budget management/reporting concepts, and public sector procurement principles.
• Understanding of grant accounting principles and concepts in the public sector.
• Demonstrated ability to perform complex analysis, propose recommendations, and implement solutions for business related functions.
• Possess effective communication skills, both written and oral, to be able to convey complex business policies and procedures in order to increase understanding and compliance.
• High level understanding and use of office productivity software, with an emphasis in Microsoft Excel or similar, including use of pivot tables and complex formulae.
• Knowledge and practical use of corporate fiscal data systems and enterprise software solutions, such as Ellucian, PeopleSoft, or similar.
Special Instructions to Applicants
Reporting directly to the Vice President of Business and Administrative Services, the Business Services Supervisor will play an integral role in the day-to-day management of the college's fiscal operations and other business services. This position will work closely with college leadership in all areas of fiscal management, including, but not limited to, budget reporting/management, accounts payable, purchasing/contracts, and general accounting activity. The successful candidate will possess expert knowledge of public sector finance/accounting principles, preferably in a large and complex higher education institution, as well as a demonstrated history of collaborative team building within a union environment and an ability to effectively interact with all levels of faculty, staff, and students in a diverse college community.
Note: New employees will be placed at the first step which is $6,974 per month, second step $7,328 per month or third step at $7,698 per month (depending upon experience). Based on current salary placement guidelines, all step increases for which an employee becomes eligible shall take place on July 1st of each fiscal year. These increases will occur, on annual basis, until the maximum step of $8,497 per month is reached on the salary schedule.
