Assistant/Associate Director, Human Resources
Basic Functions: Assist the Director in planning and leading a comprehensive Human Resources Office and program to support the mission of the college, with emphasis on benefits management, human resource information systems (HRIS), talent management, employment relations, and payroll and records management.
Essential Job Functions: Assist in developing and administering strategic planning initiatives for the Office of Human Resources. Assist with the management of all staff benefits programs, with emphasis on medical benefits and yearly benefits renewal process; retirement programs; DOL compliance and benefit documents; post-retirement medical programs; and coordination of benefits consulting services. Counsel employees on benefits options, coordinate and conduct benefits orientation sessions for new employees; manage yearly benefits open enrollment process, including implementation of benefits changes, assist in communications to employees and coordination of vendor benefit workshops. Assist in the management, planning, and evaluation of the Banner HRIS, including data needs, process flow, and efficient data capture, processing, and reporting. Study workflow and data needs and recommend solutions to increase efficiencies; monitor system functionality and needs; recommend solutions; lead implementation of system changes; identify data needs and work with ITS to produce reports; program reports using Cognos as needed. Assist in studying department workflow; recommend process/work changes. Assist in overseeing payroll operations and integration with benefits, jobs, salary changes, and labor and benefit accounts. Assist in administering leave programs, ensuring compliance regarding university, state and federal guidelines. Assist in preparing various reports and surveys, such as HR annual reports, CUPA Administrative and Professional salary surveys, CUPA benefit surveys, and similar reports and surveys. Coordinate and assist hiring supervisors in administrative and support talent management processes, including reviewing and interviewing candidates, negotiating salaries/wages, and oversee applicant tracking information system. Work closely with divisional executives and management. Assist with the development of personnel budgets for staff benefits and support staff wages. Assist in coordinating annual performance review program for administrative and support staff. Assist in providing consultative services in areas of employee relations; employee engagement matters. May conduct various training programs for support staff and management staff. Assist in the design, implementation, and interpretation of HR policy and programs to meet the mission and goals of the University. Manage the HR office in the Director's absence. Develop collegial, professional working relationships with University administration, faculty, and staff. Perform other duties and projects as assigned.
Minimum Qualifications: Bachelor degree. Five years of successful experience in human resources. Diverse experience with emphasis in benefits management, HRIS, compensation, and staffing. Excellent PC skills, with proficiency in Word and Excel. Experience with a relational database information system. Must be able to independently analyze and present data and information. A zeal for helping others; customer-service focused; helpful and positive attitude. Ability to assist in mediating human relations issues. Excellent communication and problem-solving skills. Knowledge of local, state and federal employment regulations and laws. Ability to plan, organize and manage projects. Excellent presentation/ public speaking skills.
Preferred Qualifications: Master's degree in related area. Experience in higher education. Ellucian Banner system experience.
