Job Description

3.7.9.1. Responsibilities
3.7.9.1.1. Assist project leadership in designing the approach for SOA projects, including selection of technologies, setting technical directions, estimating/planning and directing developers
3.7.9.1.2. Assist Service Oriented Architecture (SOA) developers in resolving problems, finding solutions and writing specifications that will meet the business needs and requirements, and comply with applicable standards
3.7.9.1.3. Collaborate with enterprise architects and IT program managers to enhance existing business applications and facilitate solutions to meet business requirements
3.7.9.1.4. Build solutions and manage implementation aspects of projects
3.7.9.1.5. Create and/or review manuals, how-to procedures, and related documentation in a variety of formats. Ensure documentation is targeted to the appropriate audience
3.7.9.1.6. Respond to questions from WMATA personnel and analyze what-if scenarios
3.7.9.1.7. Review technical and design documentation
3.7.9.1.8. Write technical and design documents
3.7.9.1.9. Provide technical ability screening for new team members
3.7.9.1.10. Create testing and quality assurance plans
3.7.9.1.11. Manage and prioritize change requests and problem reports

3.7.9.2. Minimum Requirements
3.7.9.2.1. Excellent application development skills and proven track record delivering well-designed complex enterprise class systems
3.7.9.2.2. Proven communication and leadership skills
3.7.9.2.3. Demonstrated advanced experience with object oriented design and development techniques using Microsoft technologies and service- oriented architecture
3.7.9.2.4. Demonstrated use of .NET application development technologies as well as a solid understanding and practical use of other Microsoft development technologies such as C+/C++, .NET, VB.NET, XML, SQL, SOA, BizTalk and SharePoint
3.7.9.2.5. A proven track record of effectively delivering results in a fast-paced, rapidly changing environment while managing multiple priorities
3.7.9.2.6. Hands-on professional experience in .Net and/or MS integration technology
3.7.9.2.7. Excellent planning and organizational skills, especially with regard to test and quality assurance planning
3.7.9.2.8. Experience with SOA and web service design and implementation

3.7.9.3. Preferred Requirements
3.7.9.3.1. Bachelor's degree in Computer Science
3.7.9.3.2. Good analytical, written and verbal communication skills
3.7.9.3.3. Experience with Iterative/Agile Development approaches
3.7.9.3.4. Implementation experience of BPM project using Microsoft BizTalk
3.7.9.3.5. Implementation in the .NET Framework preferably in C+/C++
3.7.9.3.6. Experience with XML technologies: XSD, XSL
3.7.9.3.7. Experience with T-SQL, SQL Server Reporting Services
3.7.9.3.8. Experience with BizTalk Implementation
3.7.9.3.9. Experience with SharePoint Implementation
3.7.9.3.10. Experience with Web service Security: SAMC, Federated ID Management
3.7.9.3.11. Experience with JavaScript, DHTML, AJAX, HTMLICSS

3.7.9.4. Experience Levels
3.7.9.4.1. SOA Technical Lead, with eight (8) or more years' experience
