Overview:

Under general supervision of the Director of Facilities Operations, the Chief Engineer manages Engineering Services that consists of skilled engineers and trades employees that maintain and service the Central Plant and mechanical systems of over fifty buildings across the campus. The incumbent also oversees campus utility accounts (eg. electricity, natural gas, sewer).

Compensation:

The salary is competitive and is negotiable depending on the strength of qualifications. This is a CSU Management Personnel Plan (MPP) position with an attractive benefits package which includes but is not limited to: a vacation accrual rate of 16 hours per month; 12+ paid holidays; excellent choice of medical, dental and vision insurance, long term disability coverage, life insurance; and retirement benefits.

Position Summary:

	
  • Working with the Director, assist in developing Department goals and objectives that support the University's Strategic Plan.
  • 	
  • Assist the Director in annual and long-range planning including; budget, staffing, deferred maintenance, new construction and renovation and department resource allocation.
  • 	
  • Provides leadership, oversight and direction to assigned areas of responsibility to ensure that they are efficiently working to meet Department goals and objectives.
  • 	
  • Helps ensure that the Department provides superior service to the University Community.
  • 	
  • Working with the Work Control Center, plan the day-to-day work of assigned areas of responsibility.
  • 	
  • Coordinate the activities of assigned areas of responsibility with other units within the Department, outside contractors, vendors and with other Campus departments.
  • 	
  • Develop and implement preventative and predictive maintenance program.
  • 	
  • Performs all personnel-related activities for assigned shop; including, hiring, time keeping, personnel evaluations, development and progressive discipline.
  • 	
  • Ensure that work orders are completed in an accurate and timely manner.
  • 	
  • Ensure that staff is provided with appropriate and required work safety training, personal protection equipment and training in its use.
  • 	
  • Assists in developing campus standards associated with energy efficiency and best practices for energy management.
  • 	
  • Assists in developing, implementing and managing energy utilization and efficiency programs, initiatives and activities.
  • 	
  • Provides leadership and guidance while working with departments, groups and students to develop, implement and manage energy utilization and efficiency programs.
  • 	
  • Supports implementation of the CSU Energy Policy including development and implementation of campus-based protocols required to ensure adherence to such.
  • 	
  • Manage assigned administrative projects.
  • 	
  • Responds to emergencies and determines corrective actions using available resources.
  • 	
  • Collaborate with contractors, engineers, and architects regarding mechanical systems of proposed buildings and planned expansion of Central Plant facilities.

  • Attends construction meetings.
  • 	
  • Stays current of, and ensures mechanical systems and equipment meet regulatory requirements and appropriate licenses are current (e.g., boiler emissions, swimming pool water quality, elevator inspections).

  • Ensures staff stays current in required certifications and licenses.
  • 	
  • Arranges for contractual services as required.
  • 	
  • Work closely with contractors, manufactures and vendors to assure that deliverables are within scope and budget, and meet user needs.

  • Provides reports, studies and meterics as required.
  • 	
  • Act as Department liaison to university community, contractors, regulatory agencies and vendors.
  • 	
  • Serve as Departmental liaison with electric, gas, and water utility companies.
  • 	
  • Uses sound judgment and sensitivity in issues of policy and procedures.
  • 	
  • Meet with faculty and staff members regarding engineering matters; ensure that customers are informed of the status of their work and maintenance requests.

  • Utilizes computer databases to maintain appropriate records, update status reports and schedules.
  • 	
  • Communicate effectively both orally and in writing in a highly consultative and culturally diverse environment.
  • 	
  • Conducts field inspections and acts as the principal trainer on existing or new techniques, procedures and standards.
  • 	
  • Ensures Department is properly supplied and equipped; initiates purchases for needed supplies, materials, equipment and services.

  • Develops and manages efforts to ensure utility billing is properly accounted for.
  • 	
  • Ensures all utility usage is tracked and reporting requirements achieved.

  • Stays current of latest methods, products, and systems.
  • 	
  • May serve or participate on various committees.

  • Maintain contact with counterparts at other universities on matters of common interest.

  • Performs engineering work as needed.

  • Works rotating Saturday schedule, special events, swing and grave shifts as needed.

  • Qualifications:

    	
  • Bachelor's degree in Engineering, Business Management, Environmental Science, Environmental Planning or other relevant program, especially ones designed to explore built environment energy use analysis or design, energy and utility management, energy efficiency planning and energy projects.
  • 	
  • At least 5 years of progressive, demonstrated experience and success managing engineering operations for a public institution, medical facility or similar facility.
  • 	
  • Possession of a Class C California driver's license and a demonstrated good driving record.
  • 	
  • Demonstrated experience in principles, problems, and methods of public and business administration and operational and fiscal management including the ability to understand problems from a broad, interactive, systems thinking perspective and discern underlying principles to conceive of and develop strategic solutions.
  • 	
  • Advanced knowledge of energy resource planning, energy management, and energy efficiency project planning, development and implementation.
  • 	
  • Demonstrated ability to analyze operational and procedural problems and develop, recommend, and evaluate proposed solutions using reasoning and judgment as well as an understanding of the impact on other areas.
  • 	
  • Demonstrated knowledge of business and financial processes, protocols, and techniques required to successfully plan, develop, manage and implement a broad energy project portfolio with limited independent financial resources available.
  • 	
  • Highly developed analytical skills to complete research and analysis of energy utilization and management, to interpret and evaluate results, produce reports and develop projects, programs, initiatives, activities, policies and procedures which will assist the campus in meeting its energy reduction and greenhouse gas emission reduction targets.
  • 	
  • Highly developed project management skills to plan, lead, guide and manage the implementation of energy projects including knowledge of analytical processes, resource requirements, scheduling, cost estimating and related documentation requirements.
  • 	
  • Demonstrated ability to manage and provide effective leadership for a complex, medium-sized organization.
  • 	
  • Working knowledge of the California Energy Code and related industry best practices and standard associated with energy management and energy efficiency projects.
  • 	
  • Working knowledge of sustainability and energy certification programs and rating systems related to facilities operations and development.
  • 	
  • Demonstrated competence and ability to independently research, understand, interpret, develop, communicate and implement regulations, codes, policies, procedures, guidelines and precedents regarding energy resource planning, management and projects.
  • 	
  • Ability to research and analyze data and generate reports including skill in identifying, investigating and analyzing problems that impact success or facilities/energy information.
  • 	
  • Ability to communicate effectively and work harmoniously with a wide variety of individuals directly and indirectly involved with assignments.

  • Communication skills must include the ability to use expertise and influence as well as persuasion and negotiation tactics to effectively solve problems while achieving goals and objectives.
