General Statement of Duties
Responsible for all fiscal duties associated with being the fiscal lead in a U.S. Department of Labor H-1B grant known as Mass TechHire, a consortium consisting of four community colleges, five career centers, and associated Workforce Investment Boards. The position entails tracking costs, ensuring allowable items are spent consistent with the budget, monitoring of sub-recipients for compliance with federal and state requirements, completion of financial reports, coordination of fiscal grant modifications for the consortium, tracking of leveraged resources, and reporting on fiscal issues to Mount Wachusett Community College as the lead college.
Maintain accurate records within the College's fiscal reporting system. Develops billings and enters invoices for payment in compliance with the College's internal control procedures; develop expenditure reports; interpret state and federal legislation to determine grant compliance updating knowledge of legislation and regulation changes; perform internal checks to ensure fiscal data is in compliance at all times; oversee project expenditures to ensure compliance with grant; project appropriate and timely expenditures for budget; coordinates submission of required fiscal reports with CBO Grant Accountant, coordinate and develop all fiscal grant modifications for the consortium in collaboration with the national project manager). Act as Chairperson for the Financial Subcommittee. May be required to visit other institutions as part of monitoring activities. Will be responsible for coordinating response to DOL regarding any findings and will be responsible for preparing fiscal close out documentation at end of grant. Performs other duties as assigned.
Bachelor's degree in accounting, business, or related field required. Demonstrated proficiency with Microsoft Access and Excel spreadsheets required. Proficiency in managing federal grant budget required, experience with grants issued by the United States Department of Labor under the Uniform Guidelines preferred. Experience in working for lead institution in consortium project preferred. Ability to interpret and report on fiscal and programmatic data required. Ability to understand objectives of grant and monitor fiscal compliance required.
