Under the direction of the District Budget/Grants Manager, prepares or assists in the preparation of College-wide and District-wide accounting reports covering one or more programs, categorical programs, auxiliary accounts, budget accounts and others as assigned; perform special fiscal projects; and perform other related duties as assigned.
DISTINGUISHING CHARACTERISTICS: The Accounting Technician Class represents the paraprofessional level in the fiscal series. This class works at campus sites or the District Office and requires more extensive accounting knowledge than the Accounting Assistant series. The Accounting Technician is proficient with a variety of the field's concepts, practices, and procedures and relies on experience, education and judgment to plan and accomplish department goals. The Accounting Technician, Senior performs a variety of complex accounting services, prepares intricate financial reports, makes decisions and determinations independently utilizing knowledge of applicable policies, procedures, and regulations. This class interacts with personnel at all levels providing oversight, instruction and guidance as needed; performs technical accounting work on assigned District-wide accounts.
EXAMPLES OF DUTIES: Duties may include, but are not limited to, the following:
a. Prepare or assist in the preparation of College-wide financial reports covering College programs and auxiliary accounts; provide direct accounting assistance to complex accounts and services.
b. Provide work direction and guidance to department personnel; serve as a technical resource for staff regarding complex accounting transactions.
c. Interpret policies and procedures; provide recommendations and technical guidance to administrators and others regarding financial and accounting policies; make decisions utilizing experience and knowledge of applicable District, Federal and State policies, procedures, and regulations.
d. Participate in the development of the overall budget and monitor that fiscal expenditures and fund transfers are in accordance with State and District mandated accounting policies and procedures.
e. Review budgets and prepare budget documents including budget projections.
f. Calculate contract salaries and benefits budget for assigned department; develop automated financial models to project and analyze costs and revenues.
g. Provide information on financial aspects of state programs to local government agencies, including monitoring revenues, expenditures, budgeting, and reporting requirements.
h. Prepare a variety of complex financial/statistical reports.
i. Review, analyze, and authorize journal vouchers to formal accounting records in accordance with accounting practices and procedures.
j. Prepare and record posting of transactions to the general ledger for assigned programs; prepare journal entries for assigned funds.
k. Maintain and reconcile control records of such financial transactions as revenues, expenditures, allotments, receipts, assets, encumbrances, and bank transactions.
l. Review and analyze audit findings for accuracy.
m. Advise management on appropriate responses to audit findings and recommendations.
n. Approve and disburse funds for items determined to be reimbursable through interpretation of applicable procedures.
o. Pre-audit financial documents to evaluate record completeness and ensure proper controls in accordance with generally accepted accounting practices.
p. Process applications for grants and reimbursement of funds by reviewing and verifying supporting documents.
q. Schedule and oversee the work assignments of others.
r. Provide technical assistance and training to program staff; provide information to employees or the general public, by telephone or personal contact, regarding program specifics.
s. Receive and complete special project assignments.
t. Handle the most complex financial documents and accounts of the work area and report results of analyses.
u. Analyze and resolve inquiries and problems regarding budget matters, account balances, fund transfers, encumbrances and others.
v. Interpret Federal, State and local rules and regulations to perform comprehensive accounting for categorical programs in developing general ledger, budgeting and financial/statistical reporting.
w. Prepare accounting items for Board of Trustees Agendas; ensure compliance with Board policy.
x. Perform general office support duties such as preparing correspondence, filing and record management, answering telephones and other related duties as assigned.
y. Use a computer and related software for data entry, word processing, reporting and messaging.
z. Perform other related job duties as assigned.

• Modern office practices, procedures and equipment, including use of computers for word processing, spreadsheet and other financial software, and data base applications.

• Analyze and prepare more complex financial statements, reports, budgets, accounts and records of revenues and expenditures.

• Verify, reconcile, balance, audit and adjust assigned accounts.
• Interpret and apply District, Federal and State accounting policies, procedures and regulations.
• Operate a computer, applicable software and other office equipment according to assigned area.
• Make complex arithmetic computations with speed and accuracy.
• Adjust to new technology.
• Assist departments, staff, and customers by providing answers and information regarding specific account information, discrepancies and procedures.
• Compose correspondence and complex reports independently or from brief instructions.
• Handle multiple project assignments and determine work priorities.
• Work independently with little direction.
• Analyze situations quickly and objectively to determine proper course of action.
• Provide work direction and guidance to others.
• Communicate effectively both orally and in writing.
• Plan and organize work to meet schedules and time lines.

Education and Experience:
Education equivalent to an Associate of Arts degree in accounting or business administration, or other related field.
At least four years progressively responsible experience in accounting.
Or, any combination of education and experience that would provide the required equivalent qualifications.
Experience with Banner by Ellucian, accounting software and report writing software.
Knowledge of general regulations, laws, and policies and procedures pertaining to budget activities of a California Community College or District.
Bachelor's degree in Business or other related field.
Conditions of Employment
***Two (2) Positions Available***
This is a regular, full-time, 12-month per year, classified position. The normal hours of work will be 8:00am to 5:00pm, Monday through Friday, with some flexibility required to meet the needs of the department. The effective date of employment will be arranged with the supervisor.
Regular attendance is considered an essential job function; the inability to meet attendance requirements may preclude the employee from retaining employment.
