Primary Function of Organization Unit: The 900+ positions of the Facilities Division serves the students and staff of the University's teaching, research, and administrative space. The Facilities Division provides design and building services, maintenance, custodial, landscape, solid waste removal, utility, mail, and motor pool services 24 hours a day, 365 days a year. The goal is to deliver cost effective services to the University, ensure completed projects and maintenance that conform to codes and regulations, while minimizing University liabilities and disruptions caused by the maintenance, repair, building, and equipment modifications to the University.

Essential Job Duties: This position assists in maintaining the operating budget of the Facilities Division at NC State University. It reports to the Facilities Budget Manager for the Facilities Division and manages one of the largest operating budgets in the University domain. The Budget Analyst provides leadership, oversight, and support in the execution of the budget to agency head and/or division management. Analysts examine budgets and expenditures for compliance with applicable state budget rules, legislative intent as well as federal and state laws. Positions provide consultation, technical assistance and coordination in the preparation and execution of the continuation, operating and expansion budgets which may utilize multiple funding sources. Analysts complete or evaluate methodologies used in the preparation of budget or program spending forecasts and provide technical assistance to improve the accuracy of projections.

Minimum Education/Experience:

Department Required Skills: Significant experience in finance and business. Advanced skill in business oriented software applications, including Microsoft Excel. High level of detail. Demonstrate the interpersonal, communication, and strategic planning skills necessary to interact and facilitate change with administrators and staff. Strong interpersonal skills, ability to communicate, manage and problem solve well at all levels of the organization. Strong communication skills including written and verbal communications. Ability to work cross-functionally with teams to build consensus, develop effective relationships, and resolve conflict.

Preferred Experience, Skills, Training/Education: Bachelor's Degree with a major in Business, Accounting, Economics, Statistics, or a related field. Knowledge of state government policies and regulations. Progressive experience creating reports using Excel. Significant experience in finance and business related to state agencies and universities.
